In today’s rapidly changing market environment and rapid economic development, the strength of the modern enterprise system reform is more and more big, the competition between Companies turns to be increasingly fierce. In this context, enterprise managers gradually take the role of performance management to enhance the core competitiveness of enterprises seriously。One of the most important and the most precious resource for the enterprise to keep a long-term development is Human resource. Industry competition comes down to a competition for human resources. On the one hand, Performance management is a tool of enterprise staff assessment, organizational performance, on the other hand,it also can help the enterprise to achieve strategic objectives. In promoting staff professional skills and professional quality, at the same time, it will constantly enhance the main competitive abilities of companies, by improving employee satisfaction, promoting the organization more effective operation.This study based on the performance management theory, taking Tangshan GL iron and Steel Co. Ltd as the research target, which is to analyzes Tangshan GL iron and Steel Co., the present situation and performance management problems, to combined with the Balanced Scorecard and key performance indicators and other methods to design performance index system of Tangshan GL iron and Steel Co. Ltd. Through the strategic goal the layers of decomposition, formulate the strategy map company, design company level, department level until each post of the balanced scorecard, which marry the company’s strategy and performance management. Carrying out strategic target clear from top to bottom, which is beneficial to Tangshan GL iron and Steel Co. Ltd enhance core competition ability by concentrate superior forces development, and finally achieve double win situation of enterprises and employees. Now, more and more enterprises realize that building a scientific system of performance management system is crucial to the development of the enterprise in drastic rival. Therefore, this article combine the balanced scorecard and enterprise practice, which works out a set of practical operation of enterprise performance appraisal system based on BSC and KPI, then provides methodological guidance and a useful reference for Chinese enterprises to practise effective performance management.
