Iron and steel industry is an important pillar industry in China's national economy. China is the largest steel producer in theworld. Since 1997, China's steel production has been ranked first inthe world. At the same time, the rapid development of China's ironand steel enterpr-ises at the same time, because of the complexity of the iron and steel enterprise production environment and the production process, andthe existing safety management mode with the requirements of modern safety management, in recent years, China'siron and steel enterprises accidents frequently occur, resulting in a huge economic losses and casualties.Therefore, the establishment of a scientific, systematic, comprehensive safety performance management system for steel enterprises, for he prevention of accidents, promote safety standardization construction, is of great significance to improveing the level of safety management.For the safety performanceofiron and steel enterprises, the main work of this paper as follows:(1)Refer to the existing literature, analysis of the domestic and international research on the definition of safety performance,indicators and evaluation methods of various aspects of research progress.(2)Because of the safety performance evaluation results existingmajor accidents, accidents, work-related injuries, diseases, workers' compensation expenses, loss of working hours and other objective indicators are based on the results, on the prevention of accidents serious lag, in order to establish the safety performance of a scientific, reasonable and comprehensive index system, from the long term development perspective and the balance score card in the performance appraisal model, from financial, customer, internal management, learning and growth in four dimensions to establish safety performance evaluation system, and combined with the Deming cycle theory,according to the actual situation of an iron and steel enterprise, establish the index of safety performance management system of 19 level second indexes, to evaluate the existing the safety performance, determine the safety performance for the general level, and for its presence in all aspects of the proposed measures and suggestions for improvement.(3)Through in an iron and steel enterprises steel-making plant, iron making plant, energy plant 2009 — 2014 safety data collectionand statistic, using grey correlation degree method identified two safety investment index, and analyses the validity of applying the effectiveness of data envelopment analysis(DEA) of the iron and steelenterprises three branch of safety input and output, and for the noneffective unit of investment scheme improved, and optimizethe alocation of resources, improve the level of safety performance.
