Promoting a harmonious and stable enterprise is one of the important functions of the labor union organization. Mr. Yu Rumin, Party Secretary of Tianjin Port Group Co., Ltd (TPGC) once proposed "to set up a sound mechanism of maintaining stability.. and consciously safeguard the stability of the work of reform" at the second meeting of the11th congress of worker and staff. In addition, Mr. Wang Qinlin, Chairman of the labor union of TPGC also emphasized that "further strengthen the construction of maintaining stability mechanism......." at the second meeting of the12th plenary session (enlarged).At present, the total number of peasant labor workers is already equal to the number of the regular employees in JGS. The peasant workers have gradually grown into the main force in the area of production and development. The issue of peasant labor workers are brought to attention is not only because of the change of "quantity", but also because of the four "qualitative" factors:First, the peasant labor workers is a main force in the port stevedoring sector, as well as the frontier practitioners to "perfect the port function and accelerate industrial upgrading "; Second, the team stability is a vital factor to ensure sustainable and healthy development of the port; Third the culture construction among peasant labor workers is a key part of the Group’s culture and it will have a direct impact on the final result; Fourth, enhancing the quality of the peasant labor workers through culture construction is an important driving force to build a strong team for the Group.Starting from the functional role of labor union and combining with China’s basic national conditions and the JGS’s actual situation, this paper used questionnaires and literature method to collect information. Based on the qualitative and quantitative data analysis of the mater, together with the research results from China and beyond, further analyses were conducted through adopting relevant theories. This paper is divided into six chapters, including: Chapter1:Introduction; Chapter2:Fundamental concepts and theories; Chapter3:Situation analysis of peasant labor workers; Chapter4:The proposal of new management model of peasant labor workers; Chapter5:the implementation effect and countermeasures, Chapter6:Research prospect.Based on the employee relationship management theory, the author built a dynamic model for the inheritance and linking between corporate culture and peasant labor worker culture through promoting cultural among peasant labor workers. Through the analysis of the current situation of peasant labor workers and the issue of peasant labor workers management, the author also formulated countermeasures and worked out a new model of management of peasant labor workers, and ultimately achieved the goal of protecting rights for peasant labor workers, so as to better promote a harmonious enterprise.
