| After the reform and opening up, with the rapid development of urbanization and industrialization, more and more rural surplus labor force transferred to the towns and non-agricultural employment, and in2012, the total migrant workers has more than260million people. Being an important part of China’s industrial workers and widely distributed in the various sectors of our national economy,they made a special contribution to the process of China’s industrialization, urbanization and modernization. However, considering the reform of the urban-rural dual system has not yet made a fundamental breakthrough, they are vulnerable groups living on the edge of the city. They have been non-agricultural employment in urban, but the identity is still farmers and is not integrated into the city, without urban citizenship and equal enjoyment of public services and social benefits. If a large number of migrant workers have long-term stagnation in the status of migrant workers, failing to be members of the citizenization, will not only affect the healthy development of the urban economy, but also becoming an important hidden of building a harmonious society. Therefore, solving the problems of migrant workers has important theoretical and practical significance,for promoting the new urbanization, urban and rural development,the expansion of domestic demand and promoting consumption.The citizenization of peasant-workers is the fundamental way to solve the problem of migrant workers in China. In the background of urban and rural development, the paper systematically studied the major theoretical and practical issues of citizenization of migrant workers (stage of migrant workers into the public), making the new generation of migrant workers into the main object of study, system innovation as the main line, and mainly focus on the reality of the basic conditions and future trends, the people of migrant workers cost-income, budget and cost-sharing mechanism.on the basis of lessons learn from foreign experience,the paper promote the general idea of the people of migrant workers, the institutional framework and policy recommendations, for providing a theoretical basis and policy reference. According the framework of this paper,it involves:The first part is the introduction. It includes the topics of the background and significance of research trends at home and abroad, as well as research ideas, methods and logical framework.The second part is the theoretical basis for the citizenization of migrant workers.It elaborates urban and rural coordinated development theory, theory of citizenization of migrant workers (such as dual structure theory and microscopic theory of population migration, human capital theory and social capital theory), equity and efficiency principles and basic public services equalization theory, based on this,we analyze the mechanism of interaction between people of migrant workers and urban-rural development, which lay a solid theoretical foundation for this study.The third part is the basis in reality and future trends of the citizenization of migrant workers. Firstly, we analyze the main problems of migrant workers in the urban-rural dual system. In order to accurately grasp the actual situation of the citizenization of migrant workers, we selected second-tier and third-tier cities to research the status and characteristics of the citizenization of migrant workers and the citizenization will,involving education training, employment and entrepreneurship, income and expenditure, the cost of living, public services and social security, as well as willingness to dispose of agricultural land, the integration of urban and wishes of citizenization. Basis on this, we describes the policy of the Chinese government to promote the citizenization of migrant workers since the progress of reform and opening up, as well as basic conditions and barriers of the people of migrant workers. According to the next20years of China’s economic growth, industrial structure and employment structure,we describe the future development trend of migrant workers.The fourth part is cost-benefit analysis. Firstly, this paper is to define the costs and benefits of the migrant workers, and then analyze the personal costs and personal income, the public cost of the migrant workers and the public revenue. And we make empirical research on the cost-benefit and urban scale. At last, we built budget programs and cost-sharing mechanisms about the citizenization of migrant workers.The fifth part is the experience and enlightenment from abroad urbanization process. Focusing on representative portion of American and European countries, the emerging countries of Asia and the BRIC developing country,we analyzes the rural labor force transfer, experienced lessons of migrant workers and government policies of population urbanization with industrialization, urbanization and technological progress.
