As the business development fast for modern city commercial banks, in order to accustom to the market intense competition and rapid business development among banks, the new science and technology information systems were introduced and developed by city commercial banks and the investment on the information systems building up was also increasing. Therefore, in order to improve the efficiency and gain a competitive advantage, software outsourcing was adopted by more and more city commercial banks, but how to manage the software outsourcing effectively appears very important.This thesis points out the issues which exist in the current outsourcing management procedure through analyze the current software outsourcing project procedure management of city commercial banks and work with author practical work experience, meanwhile, author come up with the questions and solutions and state how to build up a good software outsourcing project management procedure which can suitable for city commercial banks development.This thesis comes up with the solution according to CMMI and the two mainstreams of knowledge of PMBOK and the character of city commercial bank software outsourcing project, the solution includes the optimization of engineering process and management process, there are total12core areas and standard the process of software outsourcing management. The new process of software outsourcing management can resolve the issues of project delay and low quality and project change much and project asset loss and etc. It can improve the management ability and the successful rate of software outsourcing management for city commercial banks.
