Third party damage transmission gas pipeline risk management in pipeline integrity management which belongs to the one of the most complex uncertainty and frequent pipeline risk management.The ground activities intensified caused by expansion of the city,The city residents gasification rate steadily increased caused to the increasing pipeline construction, the two facts of conflicting brought enormous unpredictable factors on pipeline third party damage risk management. How to improve the effectiveness of risk management has become the focus of attention. The third party damage transmission gas pipeline risk management effectiveness is from the perspective of qualitative to quantitative to reduce uncertainty in risk management. The third party damage risk management of domestic gas pipeline has achieve a certain effect which is far from with a comparable globel level, therefore the consequences of loss and waste of resources is huge. However, the domestic pipeline have a huge difference with foreign countries regardless of the human environment and the natural environment, or risk management mode and level. Based on the above, this thesis puts forward the concept of third party damage risk management effectiveness, analysis its concept and the domestic third party damage background. It identificated of the various influencing factors of its effectiveness according to above, and established the process performance can be used to evaluate the risk management effectiveness of the field operation which through the quantitative evaluation of influence factors on the specific case. The results accord with the actual. The significance is the results obtained in this paper optimizes the defects of third party damage transmission gas pipeline risk management from a technical point of view that greatest reduced in the management of uncertainty and improve the risk management level.This thesis mainly include the following contents:(1) Investigation and analysis of third party damage risk management situation and the special conditions in China, and analyzes the influence factors of the risk management efficiency and mechanism of the data.(2) Identification of factors and the impact of the performance is discussed from the human point of view, and puts forward the identified performance factors.By applying the method of average based on information entropy to verify the factors affect that identificated.(3) Decomposition to obtain third party damage risk management performance index system using Work Breakdown Structure(WBS) in the affecting the effectiveness factors of the identified. On the system effectiveness evaluation methods of comprehensive analysis of the evaluation method for the third party damage risk management effectiveness-TOPSIS efficiency evaluation method. Studied weighting the indicators to determine the index weight method of weighting through field data.(4) Collected and classification the third party damage risk management efficiency enhancement measures using fuzzy AHP theory.Sorting the efficiency-enhancement measures that affect all aspects of its effectiveness, It obtained the timeliness,cost effectiveness, operability aspects of ordering.(5) Based on the above research results, design a realistic assessment of third party damage transmission gas pipeline risk management effectiveness process.
