With the water pollution problems emerging, the level and requirements of water quality monitoring are also continuously improving. The accuracy of the results of water quality monitoring is directly determined by the quality assurance of water monitoring, with the monitoring project and monitoring tasks increasing, the application of automatic technology on water monitoring should be strengthened, while the quality of all aspects should be ensured.The article was based on the practice of the monitoring water quality, and the literature. In view of the problems of quality assurance of water monitoring in Tongchuan City, Shaanxi Province, which including the quality control in sampling and laboratory; the mishandling of laboratory contaminants; the imperfection of applications on monitoring of water quality and the treatment of secondary pollution problems, we put forward proposed measures which can improve the quality assurance process, ameliorate the treatment of laboratory contaminants, and strengthen the on-line monitoring. In this paper, water quality monitoring on the basis of practice, through access to literature, The following conclusions can be drawn:Firstly, the water quality monitoring mainly included sampling and laboratory analysis, currently, sampling was not standardized and the measures on laboratory quality control was single. In view of which, puting forward the following main quality assurance measures, namely layout the monitoring sections(vertical) reasonable in routine monitoring and pollution source monitoring, optimizing monitoring points, the time and frequency of monitoring should be determined, sampling reasonable, saving the sample by adding reagent or refrigeration agent methods, guaranteeing of the representation, certainty, integrity on samples in all aspects. Analysis of recovery rate of spiked, comparison of standard substances, the chart of quality control, analysis of password sample, which methods should be applied to strengthen laboratory quality assurance.Secondly, The laboratory pollutant mainly includes three categories, waste water, waste gas and solid waste, According to the practice of pollutants emission problems which existed in water quality monitoring, proposing the disposal methods to waste inorganic liquid on analysis, adding reagent for reaction or adjusting pH, The waste organic liquid should be recovered by distillation or direct incineration, the solid waste which should be treated respectively by different situations, while improving test methods of analysis, modern testing instruments and measures should be extensive used.Thirdly, Compared with traditional water monitoring, the automatic water quality monitoring can reduce workload of sampling, transportation and analysis process on water quality monitoring, which is a kind of new water quality monitoring system. This paper suggested that the current water quality online application should be strengthened, developing uniform and appropriate standards to on-line monitoring, developing the ozone oxidation and high-temperature catalytic methods for online monitoring to reduce secondary pollution, at the same time, a perfect management system should be established, the management system of on-line monitoring construction to pollution sources should be strengthened, the system of environmental quality monitoring is an effective way to ensure the on-line monitoring system be normal and safe operation.
