In accelerating the development of economic globalization and regional economic integration background, accelerate the opening development of North Gulf economic zone, which has important strategic significance for their own development as well as the national overall development in Guangxi. Qinzhou bay is located in the core region of North Gulf economic zone and the core of North Gulf economic zone port industrial city in Guangxi, and it is also one of maritime silk road starting port in China. With port city and the continuous improvement of the infrastructure of modern transportation, the horse(Qinzhou port) industrial park, Qinzhou bonded harbor area, Qinzhou port economical and technological developing zone, the construction of a number of national park,etc. And the oil refinery in Qinzhou, the ship building and ship repairing base of Qinzhou in China, Jin Guilin pulp mill and other key enterprises settled in and put into production, the Qinzhou bay entered into a new stage of development, the development of huge potential and good prospect of development. At the same time, the frequent human activities caused strong interference to the coastal zone ecosystem in Qinzhou bay, and with the influence of coastal zone ecological environment pressure, the assessment study of ecological safety and ecological environment in Qinzhou bay coastal zone will be helpful to understand its gulf better, analyze its existing problems, and propose the corresponding environmental management measures, which effectively promotes the coordinated development of economy and environment of Qinzhou bay region.This paper selects the pressure- state- response model and uses hierarchy analysis method and comprehensive index method to carry out the evaluation on the ecological security of Qinzhou bay’s coastal zone. On the basis of obtained data, this paper selects 20 evaluation indexes including eight pressure indexes, seven state indexes and five response indexes, and eventually obtains that the comprehensive safety indexes of 2004, 2007, 2010 and 2013 are respectively 0.5006, 0.6244, 0.5038, 0.5080, showing the ecological security situation of Qinzhou bay’s coastal zone for nearly 10 years presenting the tendency of first better then decline and better again.According to the ecological security evaluation, the four times lies in a warning state and the ecosystem security situation is not optimistic.From pressure, state and response three subsystems, this paper analysis and evaluates Qinzhou bay’s coastal zone changing trend of ecological security status, draws the conclusion that firstly the change of the ecological security composite index in recent years shows a trend of gradual decline, which shows that as the continuous development of coastal zone area in recent years, human activities have become more frequent, and have also become more pressure on the environment. The main pressure comes from eutrophication of sea area, per capita GDP and population density, water products, such as production index. Secondly, the ecological security index shows a trend of first decline and then rising. The main factors influencing the ecological security situation in state system are wetland area, primary productivity, heavy metal pollution of the sediments and sea water quality conditions. Thirdly, the ecological security index of response system shows a tendency of rising as a whole. But comprehensive safety index is not high, we need to invest in infrastructure, environmental protection heavily, strengthen the governance of pollutant.Aiming at the existing problem and trends of Qinzhou bay coastal zone of ecological security, it puts forward the countermeasures of environmental management: Controlling the pollution of eutrophication of water body, strengthening the management of the sea river pollutants; Reducing the artificial disturbance in coastal zone, controlling the industrial scale in the coastal zone area; Implementing of integrated management in the coastal zone area, reducing the damage caused by human activities on the environment in the coastal zone; Strengthening the monitoring and control of ecosystem environment in the coastal zone area, and making deal with environment emergency plans.
