| Coastal zone is the region where the most densely populated and highest productivity area located. Coastal zone provides abundant natural resources for the development of social economy. However, coastal zone ecological environment was seriously damaged and deteriorating with the development of social economy. Yantai needs a macroscopic planning and protection measures for coastal ecological environment comprehensive restoration and management.Many countries have achieved abundant accomplishment on coastal zone research after took measures to study coastal zone, coastal zone management and coastal zone ecological environmental problems since 1940s. And thus they have formed a compatible pattern suitable to coastal zone sustainable development and protection. However because of coastal zone research starting late in China, about from 1980s, thus key issues on coastal zone construction, protection, development and management remains to be studied. China tried to formulate a special law for coastal zone on 1980s, but it failed because of it overlapped or conflicted with the current industry laws. As a results, there are not yet promulgates a special law for coastal zone in China.Yantai is one of the first-batch of open-door, most potential and viable cities known as the mountain-sea wonderland city. It is an international city unique in port, commerce and tourism in the Bohai Bay Economy Rim and East Asia Region. Yantai locates in the eastern of Shandong peninsula, adjacent to the Bohai and Yellow sea. Its coastline,909.3 km long which has abundant fishing, tourism, tidal resources. In accordance with the national construction for the blue economic zone of Shandong peninsula beginning, the economic development of Yantai also gradually tilted to the marine industry. Although coastal zone contributed great power for Yantai economy and society development in recent years, however there are no complete management rules for coastal zone. The research for the protection of the ecological environment of coastal zone is still at the early stage.Through collected an enormous bulk data of the ecological protection of Yantai coastal zone, we summarized the problems presented in sea, land and air fields, and found the problems due to the rapid population growth, economic decision-making errors and incomplete law policies. We also summarized the efforts for coastal zone environment management performed by the local government and analyzed the problems existing in the governance process.Finally we put forward a proposal that the local government should take measures to ecological environment management, such as planning the top detailed design, improving the ecological function regionalization, conduct a comprehensive in-depth adjustment of industrial structure, establish and improve the resources security system, set up urban and rural ecological environment system, strengthen international cooperation, promote science and techniques innovation.We devoted to provide decision-making basis for Yantai coastal zone environmental management, to provide the basis for approach to maintain and restore the Yantai coastal zone ecological environment healthy and stable, sorting work thought for Yantai city government, optimizing management functions, and therefore establishing the theoretical foundation to effectively carry out management responsibility.Paper consists of four main components:Part 1:Introduce the topic basis of the paper, and research situation, the purpose and meaning. Describe the meaning of coastal zone and coastal zone ecological environment.Part 2:Determine the scope of the study. Introduce the situation of Yantai coastal zone and coastal zone ecologic environment.Part 3:Summarize the problem of Yantai coastal zone ecological environment and ecological environmental governance. Analyze the reasons of these problems in-depth.Part 4:Propose countermeasures to the problems of Yantai coastal zone ecological environment and ecological environmental governance. |
