The Influence Of Environmental Regulations On Carbon Emissions Performance In Perspective Of Technological Progress

Since the reform and opening up,Chinese economy has presented the leap-forward development momentum.Along with the continuous improvement of urbanization and industrialization,especially in recent years,the emissions of carbon dioxide have been rising to the first bank.The determination can be proved that,faced with extreme harm to the greenhouse effect and far away the high-carbon lock due to the economic development,the Chinese government attaches great importance to cutting down the emissions of carbon and persistently makes commitments to the carbon reduction emission.However,for the microscopic economic subject of opportunism,carbon emission reduction task relying on market mechanism independently that cannot go with a swing must draw support of "visible hand" from the government by environmental regulation which facilitates powerful advance of carbon emissions.From technology perspective,this paper explores the mechanism of environmental regulation on carbon emissions performance and effect,so as to make right evaluations to the effectiveness of the government environmental regulation,and propose the necessary thinking for the regional environmental regulation on the implementation and the performance of carbon emissions.The main research results include the following aspects:First of all,from the perspective of technological progress,the mechanism of environmental regulation on carbon emissions performance on the basis of the definition of the concept will be studied.Mainly through technology progress of production and pollution control,technology innovation has critically influenced the carbon emissions performance,meanwhile,environmental regulation affects the behavior of the enterprise with cost effect,and then stimulate the innovation of the enterprise level based on the theory of technological progress.Concrete analysis from four aspects of the performance of environmental regulation on carbon emissions influence mechanism: above all,the environmental regulation through economic intervention impacts energy prices,which drives the transformation of energy structure.What's more,incensement in price and decline of proportion will bring the innovation of new energy technology absolutely.Second,environmental regulation through the application of more stringent standards for enterprises to become barriers of entrance to promote the upgrading of the industrial structure from capital intensive enterprises to technology intensive enterprises;Third,by weakening the enterprise scale advantage and capital advantage,environmental regulation affects its innovation behavior;Fourth,changes of government environmental regulation of FDI affects its entry,thus influencing the access to capital and technology.Second,the carbon emission performance as a production factor is introduced into the production function,based on the dispersive competition equilibrium model from the point of view of mathematical model analysis of the relationship among environmental regulation,technology progress and carbon emissions performance.The results show that the impact of environmental regulation on carbon emission performance present a u-shaped curve relationship.Through econometric model building of 30 provinces and cities in China in 2000-2014 panel data econometric analysis,direct effect studies further show that environmental regulation is not significant,the generalized elastic model shows that influence elasticity of the environmental regulation based on technological progress,industrial structure,energy efficiency and elastic FDI are 0.0428,0.0343,0.0221 and-0.0058,which confirmed the environmental regulation based on technological progress on carbon emissions are true.n this basis,he measurement model could be introduced through the interaction of environmental regulation and technological progress,measuring the hysteresis 1-3 years,the interaction term impacting on the performance of carbon emissions effect should be greater than the effect of technological progress itself,respectively 0.2975,0.3646 and 0.3412.It is worth mentioning that,combining with the actual situation of 30 provinces and cities in regional division,his article further estimate the Chinese environmental regulation threshold value through the threshold effect analysis,providing the reference for selection for regional environmental regulation and government policy.
