In order to realize the diversification of energy supply and gas peak-shaving in parts of the domestic, more and more LNG receiving terminal has been built in the coastal areas. Due to the features of LNG such as inflammable, explosive, volatile and so on, LNG tank and LNG ship occurred leakage and explosion frequently at home and abroad, and how to ensure the safe operation of the LNG receiving terminal is an important subject in front of us.Firstly, according to the process flow of LNG receiving terminal, five risk areas were divided. There were terminal unloading area, LNG storage tank area, boil off gas processing area, equipment and instrumentation control area, gasification pressurization transmission area, and established the fault tree for each area. On the basis of identification of fault tree and rational selection in risk factors, strong adaptability of LNG receiving terminal each risk areas failure probability assessment index system was built. Considering the traditional assessment method analyzed the failure probability level only which ignored the development of the failure possibility when the failure probability level was determined, existed one-sidedness. Combine with the matter element extension method and the five-element connection number method, not only could get failure probability level, but also analyzed its development trend. When the failure consequence was taken into consideration, the level of risk quantification and the forecast of the development trend could realize. Then, After the analysis of the failure consequences mode of LNG receiving terminal, typical consequence type could be found. By using PHAST software for a typical accident consequence simulation, and consequence comprehensive severity, which was made up of casualties radius, direct economic losses and intangible losses, showed the consequences of accident. At last, by assessing the Jiangsu LNG receiving terminal, the practicality of risk assessment method was affirmed.Compared with the traditional method, this method takes the static and dynamic development of risk into consideration, which can make more effective risk management. Combining the easy maneuverability of index system and the authenticity of consequences simulation, the process of evaluation is relatively easily understood by technical stuff, and the result of evaluation is closer to the actual situation.
