With the strengthened speed and extent of urbanization in recent years, the greenhouse effect caused by increasing greenhouse gas emissions enhances, climate change and global warming have caused serious threat to today’s social and economic development. This problem not only is limited to the atmosphere, but also generates many other related problems in other spheres, among which those really serious ones may cause environment pollution and ecological damage. Domestic and foreign studies also have demonstrated that the change of the type of land use is the main route that the carbon cycle of terrestrial ecosystems being influenced, just behind the burning of fossil fuels. Therefore, in order to utilize the land resources, reduce land-use carbon emissions and improve environmental protection, the research of land use change effect on carbon emissions is imperative. On the one hand its findings can provide a theoretical basis for the effective implementation of carbon emission reduction measures, one the other hand it can help to further improve the rationality of human activities, thereby achieve the harmony between man and nature.Accordingly, this paper bases on the analysis of land use carbon emissions mechanism summarizes from related research on land use change emissions, bases in Liaoning Province, using 2002-2013 Statistical Yearbook data, including the area of farmland, orchard, woodland, grassland, construction land and unused land as well as consumption statistics of coal, oil, natural gas and other fossil energy, combined with carbon emissions model given by IPCC, respectively accounts carbon intake, carbon emissions and net carbon emissions of each land use type in Liaoning Province, conducts research on the trends of total amount of carbon emissions in nearly 12 years, analyzes the relationship between land use change and carbon emissions and finally make rational land policy recommendations and proposals to improve land use patterns based on this research, in order to save energy and reduce carbon emissions, develop green economy, recycle economy and low-carbon economy. The results shows that:(1) Liaoning Province, as an important pillar of the northeast old industrial base, has been in the growth state of carbon emissions, however, according to the R / S analysis, there will be a downward trend in Liaoning Province’s carbon emissions over the next decade;(2) construction land is the main source of carbon and this can not be changed in the short term, due to the energy consumption of production and the fact that the secondary industry is the pillar of economic structure. It will not weaken the situation of carbon emissions;(3) Forest is the most significant carbon sink, mainly by vegetation respiration, and agricultural land is both carbon source and carbon sink;(4) Sensitivity analysis shows that changes in construction land use is the greatest impact on carbon emissions changes.
