Research On Jiangsu Ppp Model Of Municipal Sewage Treatment In Public Resource Investment And Operation

The Chinese government has spent great efforts to remediation of environmental pollution, get rid of only GDP theory thinking, environmental protection should be put in a more prominent position to be strengthened. Jiangsu province is located in the Yangtze River downstream of Huaihe River and lakes, abundant water resources. But the rapid development of economy brings to Jiangsu is a large number of industrial wastewater and domestic sewage directly discharged into the water or sewage is not compliance, causing water pollution, many of the city in recent years has been a shortage of water and affect people’s health security event. The traditional construction mode the existence of investment, construction, management, service integration brings sector monopoly, efficiency is low and the phenomenon of the abuse of power, the expansion of investment scale, the final accounts over budget phenomenon is serious. The shortcomings and bad habits must be through continuous in-depth reform gradually be rejected. Since the beginning of 2014, the central government has been pushing the PPP in the soil (public private partnership) mode. The main features of PPP model is based on the project of full cooperation, benefit sharing risk sharing, fairness and efficiency to achieve the natural combination. As a special carrier of urban sewage treatment, according to the different forms of the sewage treatment plant, is divided into three different modes:the original sewage treatment plant, expansion of the sewage treatment plant and the new sewage treatment plant. Jiangsu Province, urban sewage treatment has a long history of development, with remarkable results, sewage treatment and the level of economic development compatible, treated water up to a high standard, the PPP project has just started, and has become the country to promote the use of PPP mode of the pilot of the first provinces. The achievements are still problems:the actual demand increases unceasingly, the development is not balanced, the funding gap. There are practical in PPP mode is the development of ideas is not bold innovation, technology gap, the law is not perfect, the industry needs to be improved, the lack of scientific finance supervision system. The author suggests to improve the unreasonable barriers to entry, increase technology investment, pay more attention to post operation, enhance the industry financing channels and promote the construction of the supervision system.
