Presently, China is in the period of industrialization of economic development. And now it is developing towards the economic transition. The Yangtze River Delta economic zone, as one of the most economically developed areas in our country, behind the development of the economic boom also hides a series of environmental problems. Therefore, it is necessary for carbon environment in Yangtze River Delta efficiency measure analysis. It has an important theoretical and practical significance for the sustainable development of the Yangtze River Delta region.First of all, this text researched the population size, economic development, energy consumption and carbon emission of the Yangtze River Delta region. The research shows that the change of population is not big, urban population continue to increase. Regional GDP 2013 relatively increased 4.7 times in 2003, foreign trade volume increased by 5.7 times. The economic development of structure shows that the best industrial structure is Shanghai. The third industry of GDP reaches 50% or more. At the same time of rapid economic development, the energy consumption and carbon emissions continue to increase year by year. The highest carbon emissions are in Jiangsu province. The minimum carbon emissions are Shanghai. But the per energy consumption and per carbon emissions are continuing to grow.On this basis, the widespread DEA modal is used to analyze the static efficiency and dynamic efficiency of carbon emissions of 16 major cities in Yangtze River Delta. Firstly, the VRS of DEA modal is used to static measure. The research shows that only two cities which is Shanghai and Ningbo achieved effective in the combined efficiency of 16 cities in Yangtze River Delta from 2003 to 2013. Nanjing, Taizhou, Jiaxing and Zhoushan performed just so so, having a large room for improvement. Other cities appear more outstanding. The main reason is that in the configuration of the structure is not reasonable and the production scale should be improved. The changes of combined efficiency and pure technical efficiency are consistent. This illustrates that the influence of input indicators configuration structure for the Carbon environmental efficiency is greater than adjusting the scale for the Carbon environmental efficiency. Using Malmquist index method to measure the Carbon environmental efficiency of Yangtze River Delta, the results show that there are five years that the pure technical efficiency is lower than one and the overall average is also lower than one in the ten annuals from 2003 to 2013. It means that Yangtze River Delta region during the pure technical efficiency is low and the resource configuration needs to be improved. Scale efficiency is lower than one in six years, the overall size needing to be adjusted. Total factor productivity index is greater than one in seven years, it means the overall carbon efficiency improved in Yangtze River Delta. Pure efficiency change is lower than one, so the resources configuration needs to be adjusted and the technical efficiency needs to be improved, and the Carbon efficiency improved more effectively.At last, according to the model calculation and analysis results, giving a few recommendations for improving the efficiency of Yangtze River Delta city of carbon environment. There are large differences between cities in Yangtze River Delta. The result of static measurement displays that the comprehensive efficiency of standard coal consumption proportion in total consumption influences index value. The result of the dynamic measurement displays that the main factors influencing the efficiency of environment is that scale efficiency index on the low side. Therefore, for the energy conservation and emission reduction in Yangtze River Delta, we can optimize the regional input-output ratio, adjust the energy structure and improve enterprise technology progress and so on.
