The Measurement And Decomposition Of The Equality Of China’s Provincial Carbon Emission

This paper tries to measure and decomposite the equality of China’s provincial carbon emission with the method of subgroup decomposition of Gini index.The data used in this paper is based on the experimental data of China’s carbon emission from 1995-2011. According to the result of the research, the general Gini index of China’s carbon emission is around 0.2933.This result shows that China’s provincial carbon emission is still within relatively equal range. With further subgroup decomposition of the general Gini index, we find that the internal unbalance of the eastern subgroup, middle subgroup and western subgroup contributes more to the general Gini index rather than the contribution made among these three subgroups. The overlapping rate is high among these subgroups which means when we allocate carbon emission space, we can not allocate emission space just accroding to the eastern area, middle area and western area, we should consider more factors like enrichment degree of natural resources, population ratio, industry clustering degree and industry transferring status from east to west. Different region has its own characteristic, a right and adaptive resoulution plays very important role in problem solving. In the process of promoting economic development, we need to strengthen the intensive utilization of the energy, improve our positon in the industry chain and promote emission reduction technology rapidly. In the aspect of publicity, we need to advocate a new lifestyle called low-carbon life, this way of life needs to change the old rapid development style we have ever had, we need to treat the issue of the quality of development from different views, it needs us to coordinate the relationship between the economic development and carbon emission and try to find an adaptive way for different provincial region. Only like this, we can achieve the real justice of the regional carbon emission of China.
