In November 2013, the 18th by the third plenary session of the "the central committee of the communist party of China on comprehensively deepen reform certain major issue decision", the decision on the ecological comprehensive management puts forward the specific goals:"the construction of ecological civilization, must establish a complete system of ecological civilization system, with a system to protect the ecological environment", "reform the ecological environment protection management system" and so on, this is for ecosystem management in resource management and ecological environment plays an important role in the construction of the legal system of fully affirmed.Ecosystem management is a kind of integrated and interconnected, dynamic and comprehensive natural resource management method, the rationality of ecological protection should be based on ecosystem structure and function of the good, the integrity of the ecological process as the goal, from a single management to multiple elements integrated management transformation, from the administrative area to the entire ecosystem area management transformation.Seeking to solve the effective ways to protect the ecological environment in our country, explore the accords with the practice of Chinese ecological ecosystem management model with Chinese characteristics, this article takes our country ecosystem management theory of the environmental law expression and practical implementation on two aspects, the concept of sustainable development of environmental law, basic principles, elaborates the legal value of the ecosystem management objectives and analysis, and compare the environmental law expression and realization of ecosystem management at home and abroad, to find, experience for reference.
