Research On Urban Water Environmental Governance In The View Of The Polycentric Theory

Over the past 40 years of reform and opening-up,China has made remarkable achievements in economic and social development.At the same time,with the rapid development of industrialization and urbanization,water environmental problems occured in cities,already an obstacle to the sustainable development of cities and the process of urbanization in China,have become increasingly prominent,so it is urgent to take effective measures to deal with them.From the perspective of the polycentric theory,this paper takes the water environmental governance in Luqiao district of Taizhou city as an example,and introduces the basic situation and early governance of the water environment in this area.By means of documentary research,systematic analysis and empirical study,the main problems and their causes of the water environmental governance in Luqiao district are analyzed comprehensively.With reference to the typical cases of water environmental governance at home and abroad and his experience in recent years of working in the water environmental governance,the author put foward three suggestions:adhering to the government's dominant position,strengthening market regulation,giving full play to the driving role of social main body,in the view of three parties:government,market and society,working together.At the academic level,refering to China's national conditions,the author carried out the application research of the polycentric theory and further promoted the localization of the theory.The application of the polycentric theory to the field of water environment governance gives the practice of the theory a deeper foundation and good experience to follow.At the practical level,this paper emphasizes the importance of water treatment planning and ecological restortation in the water environmental governance,presents some farsighted suggestions on the market mechanism and put forward some feasible measures on giving full play to social forces.All of these provide useful experience to the localization of polycentric governance theory and the applicaput forwardtion research,as well as practice of water environmental governance in other cites.
