Study On The Construction Of Ecological Civilization System In Yunnan Province

In the report of China’s 17th CPC National Congress, it is pointed out that the goal of ecological civilization and launched the construction of ecological civilization history voyage. The 18th CPC National Congress further proposed to strengthen the construction of ecological civilization system. The 18th plenary session of the third central committee again stressed that it is needed to establish a complete system of ecological civilization, protecting the ecological environment. Yunnan Province is an important part of Ecological security pattern" two-screen three zones"(The loess plateau ecological barrier, the Qinghai Tibet plateau ecological barrier, Sichuan Yunnan northeast forest zone, the north sand belt and the Southern Hills Mountain Area)Plateau ecological barrier, the Loess Plateau-Sichuan and Yunnan ecological barrier, northeast forest belt, northern and southern hills with sand prevention mountain zone), are responsible for the maintenance of regional, national and international ecological security strategic task. Meanwhile, Yunnan is relatively fragile ecological sensitive areas, the responsibility to protect the ecological environment and natural resources are significant. In recent years, the great-leap-forward development of economy make the ecological environment problem become and more serious. Perfect system is the key to guarantee ecological civilization construction carried on smoothly. With the rim situation of resource constraint dwindled, environmental pollution serious and ecosystem degradation, we must set up ideas of respect the nature, follow the nature and protect the nature, set ecological civilization construction highly, and place it into the process and every aspects of economical construction, political construction, cultural construction, and social construction.In the present study, we made preliminary study of the current situation and the problem of ecological civilization construction in Yunnan, and to use for experience reference of other regions. It is needed to establish a multi-perspective ecological civilization and implementation mechanisms in Yunnan, including building severe punishment mechanisms for environmental hazards, perfecting the protective and developmental mechanisms on national land resources, establishing effective ecological compensation mechanisms on various levels, sounding compensation systems for use of resources, constructing a unique "Green GDP"evaluation system and establishing mechanisms for public participation in the construction of ecological civilization, and focus on the systematicness, wholeness, judicial independence and regional particularities of eco-civilization institution construction.
