As a main part of the Qinghai-Tibet Plateau, Tibet autonomous region covers an area of 1.22 million square kilometers, with an average altitude of 4 km or more, has a unique geographical environment and natural ecosystems. Since the reform and opening up, the rapid economic and social development in Tibet so fragile ecological environment to withstand greater pressure. In a market economy, limit herders of over-exploitation and climate conditions, resulting in a pasture and livestock conflicts intensified. As people on the ecological environment and its understanding of the importance of Tibet continue to strengthen ecological and environmental protection work in Tibet and attention is increasingly being recognized by the world. Economic and social development in Tibet lags behind, so the development of the economy and improving people’s livelihood, protecting the central task is currently working in Tibet. Therefore, the overall development of Tibet should adopt sustainability strategies to ensure a balance between economic development and ecological systems.Based on stakeholder theory, the protection of ecological environment in Tibet were studied. The article first introduces the background, significance and research methods, then describes the current status of research of ecological environment in Tibet; Chapter II describes the theoretical part of the ecological environment, public goods, externalities and stakeholder theory chapter the system introduced; Chapter III is part of the ecological status of environmental protection in Tibet, this part of the resources from the species, forest ecological resources, grassland ecological resources, rivers and Mineral resources of the five aspects of the status quo of ecological environment in Tibet were elaborated and introduced Tibet historical process of ecological and environmental protection and the main task; Chapter IV of stakeholder analysis section, this section first set the interests of the Tibetan ecological and environmental protection stakeholders, and by comparing before and after the game model to analyze the current environmental protection work has been Department of deficiencies; fifth chapter analyzes the results, one put forward countermeasures; finally the conclusion of the study.In this paper, under the guidance of the theory of ecological and environmental protection, ecological and environmental protection in Tibet analyze stakeholders and presented from the perspective of their ecological compensation mechanism to punish environmental protection, and to analyze the implementation of the mechanism to face obstacles and the corresponding solutions, so as to promote sustainable economic and social development of Tibet.
