Xinjiang is a large province of energy reserve and energy consumption. However, from the current view, due to the impact of location, cultural and historical conditions, the trend of economic development of heavy industry in Xinjiang becomes more and more obvious. With this trend, the energy economy will become the leading force in the economy of Xinjiang. Based on this mentioned above, Xinjiang will consume a lot of energy and resources, will continue to increase in promoting the process of industrialization and urbanization in which process the emission of CO2 will rise. At present, CO2 emission of Xinjiang in 2012 is about 5 times more than in 2000 which increase rapidly. At the same time, in terms of the total emissions, Xinjiang is located in the forefront of the country so that Xinxiang’s carbon emission efficiency is low if calculated by the single factor. In "The Eleventh Five Year Plan", Xinjiang did not complete the national limit requirements that only completed 9% so that carbon emissions in Xinjiang must be urgent in "The Twelfth Five Year Plan”.Carbon emissions reduction can start from two aspects called “quality" and "quantity". Because of the objective reality of economic development requirements in Xinjiang, to reduce the absolute amount of Xinjiang is not a real method so that to improve the "quality" is the realistic path to be found. Xinjiang province is the largest land area of China which causes that geography, humanities and the level of economic development has very big difference among each region in Xinjiang. Therefore, in order to avoid the "one size fits all" approach, it is more important to research the regional carbon emission efficiency about Xinjiang.This paper measures the efficiency of carbon emissions in Xinjiang on the basis of the single factor analysis method and the non parametric analysis method. Meanwhile, this paper also measures the dynamic evolution of Xinjiang carbon emission efficiency with Malmquist index. And finally, this paper measures carbon emissions efficiency in Xinjiang each region from the angle of the stochastic frontier(Met frontier). At that time, this thesis analyses the evolution situation of carbon emission efficiency of each region in Xinjiang in order that it obtain the regional differences in the efficiency of carbon emissions in Xinjiang. Based on this, this paper studies the coordination mechanism that can reduce the regional differences of the efficiency of carbon emissions and improve the carbon emissions efficiency in Xinjiang by means of analyzing the influence factors of carbon emissions in Xinjiang.The result reveals that regional differences of Xinjiang carbon emission efficiency exist obviously; however, the differences among each region in Xinjiang did not show a decreasing trend. Then, from the view of dynamic perspective of the evolution of regional carbon emission efficiency of Xinjiang, this study analyses the dynamic evolution of the trend of carbon emission efficiency of each region in Xinjiang and after this it make a supplement through the convergence analysis and discrete analysis to supplement. Xinjiang energy conservation policy and economic development strategy should take full account of each regional characteristic because the differences in various regions of Xinjiang about carbon emission efficiency exist obviously. This should set up the coordination mechanism, which conclude the regional spatial organization mechanism, market mechanism, cooperation mechanism, regulation mechanism, participation mechanism and evaluation mechanism. We can use this mechanism to shrink the carbon emission efficiency difference among the different regions of Xinjiang so as to improve the regional carbon emission efficiency and reduce carbon emissions.
