With the reform and opening up, the cities of our country have developed rapidly. Also urbanization has increased substantially. According to the National Bureau of Statistics data concluded that urbanization rate of China has reached 54.77% in 2014, which is higher than in the early days of nearly 30 percentage points. Under such a rapid development of the city, the economy has greatly improved, but the ensuing question is very serious, especially in urban garbage pollution has become increasingly prominent. Urban living garbage have reached 260 million tons in 2013,Currently more than 660 cities across the country, there are more than 440 cities caught in the garbage siege situation, there are more than 160 cities have no land to serve landfill. We must draw our attention to this serious situation.Japan also experienced garbage siege, but during the 40 years, Japan has become one of the best country in garbage disposal, and also has the most advanced processing technology in the world wide. We can learn from Japan which has much experience in garbage disposal. According to the comparison of the way of disposal, garbage classification and the laws of garbage disposal between China and Japan, we can draw the conclusion. First of all, we must pay attention to the garbage disposal. Japan is the warning, if certain measures are not taken, it will seriously affect our living. Secondly, it is necessary to reduce total waste matter and improve the recycled volume. Last but not the least, the current law and regulations still need further improvement.This thesis is divided into four parts:The first chapter analyzes mainly from the following aspects, firstly we introduced the background, briefly describes the status of China’s current production of its municipal waste. Secondly, it introduces the purpose and significance of the topic, which includes two aspects theoretical and practical significance. Finally, we introduce the research content and research methods, as well as innovations and shortcomings of this article.The second chapter describes the theoretical basis of research. Including new public management theory, government failure theory of economic theory as well as cycling. These three theories are introduced later to provide a solid theoretical foundation for the following parts.The third chapter is the most important section of this article, the author make a comparative analysis of the waste disposal of China and Japan. Firstly, compare the current situation, analyze the current situation and the status of Chinese garbage treatment. Secondly, comparing garbage classification, from garbage collection day, awareness of the Japanese residents and Japanese garbage classification and garbage classification regulation in this comparative analysis of several angles. Followed by a comparative analysis of Chinese and Japanese waste disposal patterns. Mainly from the landfill, three landfill waste compost and so on more detailed and comprehensive analysis. Finally, China and Japan on garbage governance laws and regulations were compared.The fourth chapter is to make recommendations to rationalize the governance of our junk. Reference and corresponding countermeasures waste obtained from Japan, the first to turning waste into treasure, support industrial development garbage collection. Second, it must open and transparent, strict implementation of waste incineration emission standards. Finally, to improve the market access system, to achieve waste industrial socialization.This innovation is that comparative analysis, the study of garbage is mainly concentrated in some certain place, but this article will govern many aspects of daily garbage were compared with analysis, from waste disposal mode, garbage classification and laws and regulations contrast, and draw basic conclusions, strengths, weaknesses and experience through Japan processed waste to China put forward a relatively constructive suggestions, this contrast is the biggest innovation of this article.I also believe that this paper still has many shortcomings, above all, the lack of empirical research, mainly to analyze the literature, followed by the study of the theory is still lacking, and finally contrast only analyzed from several angles, garbage governance also involves many aspects there is no comparison. We are hoping to be able to be perfect in the future to learn and practice.
