The Coordinated Development Research About Ecological Environment And Economy In Liling City

Since the Changsha-Zhuzhou-Xiangtan city group has been authorized as "the comprehensive reform pilot area of national resources-saving and environmental friendly " in 2007, there has made a series of achievements. However, after nearly ten years of testing and development, the coordination of ecological environment and economy development of the Changsha-Zhuzhou-Xiangtan city group entered the bottleneck period,then how to coordinate the relationship between ecological environment and economy development,security through the bottleneck period become a top priority. Liling City is an important part of the Changsha-Zhuzhou-Xiangtan city group, and also is the "east gate of Hunan province", which has great development potential and strong plasticity. In this paper, we will choose Liling City as the research object,not only analyzes the status quo of ecological environment and economy coordinated development of Liling City, and to a certain extent, also reflect "the resource-economical and environment-friendly society" construction situation of Changsha-Zhuzhou-Xiangtan city group, and have an very important significance.This paper is divided into four parts. Part one, research on the theory of ecological environment and economy coordinated development at home and abroad;part two, further research on the present situation of Liling City; part three, constructing index system from six aspects, suchas economic strength, economic structure, economic vitality, ecological quality, environmental quality and environmental management, using coordination degree model, calculate the benefit index and coordination degree of the ecological environment and economic development in Liling City about 2004 to 2014, compare to Hunan province and Changsha County,find out the problems of the coordinated development in Liling City; last part, put forward the countermeasures to promote the coordinated development of ecological environment and economy in Liling City. The main conclusions of the research are:(1) Economic development is closely coupled with the ecological environment, and three wastes emissions, resource consumption is a major factor limiting the economic development of Liling City, while to a certain extent, the level of economic development reflect some good or bad effects on the stress of the ecological environment.(2) The ecological environment and economy coordinated development of Liling City, show a certain stage properties and some volatility. The ecological environment and economy coordinated development of Liling City between 2004-2014, show a fluctuate upward trend on the whole, which is closely related to the change and development of the economy, the environment and regional policy of Liling City.(3) Problems of the ecological environment and economycoordinated development in Lling City are looming large. After investigation and analysis, points out the existent problems Liling City current has, such as urban green space and green coverage ratio is low,industrial structure is irrational, industrial pollution is serious, soil erosion aggravate, and so on.(4) In order to promote the coordinated development of ecological environment and economy in Liling City, this paper puts forward some suggestions, such as implement the main functional areas strategy,optimize industrial structure, develop circular economy, innovate development model, and strengthen environmental management, and so on. In order to provide a reference for promoting the coordinated development of ecological environment and economy in Liling City.
