After more than thirty years of reform and opening up, China’s economic development has made remarkable achievements. But because of the special circumstances in the natural environment, social and economic environment, coupled with the neglect of environmental protection, China’s natural environment has been deteriorated in a short term. The "cancer village" is a typical example of that. It is against this background, southern region of Jiangsu responds positively to the call of the Communist Party of China and begins a large-scale rural environmental governance. In fact, as early as 2006, southern region of Jiangsu began the rural environmental governance. After years of governance practice, southern region of Jiangsu has accumulated a wealth of experience and formed a specific governance model -- traditional rural environmental governance. But with the deepening of governance, the model more and more doesn’t suit to today’s southern region of Jiangsu rural environmental governance, and produces a number of issues. Therefore, it is necessary to analyze and reflect on the existing traditional rural environmental governance, to explore both to solve problems arising from traditional rural environmental governance model and to suit to the realities of southern region of Jiangsu. Therefore, combining with the participatory governance theory, the research idea of this thesis is as follows:The first introductory chapter describes the major sources, purpose and significance of the study. After reading a lot about participatory governance literature, monographs and articles on rural environmental governance, the author give us a literature review. The second chapter introduces the background and participatory governance theory, provides a theoretical basis for the transformation of rural environmental governance model in the southern region of Jiangsu. The third chapter analyzes the current situation of environmental governance model in southern region of Jiangsu. First, the author analyzes the background of rural environmental governance in southern region of Jiangsu. Second, the author introduces the subject and operation of traditional rural environmental governance model in detail. Third, the author describes and analyzes the governance practices of the "blended model" which between traditional rural environmental governance model and participatory rural environmental governance model. It should be noted that the practice lists in this chapter are some successful participatory rural environmental governance cases in a few regions. The reason why the author chooses these cases, not only because of the rural environment governance in these areas are much better than that in other areas, more importantly is that the practice of participatory environmental governance in these areas provide a practical foundation for transformation of governance model. But it is undeniable that the practice of rural environmental governance is not the participatory rural environmental governance in the true sense, but belongs to traditional rural environmental governance essentially. Therefore, the following sections of this article did not do much to explain this blended mode. It is classified as a traditional rural environmental governance model. The fourth chapter summarizes the main problems and analyzes the causes of the problems on the basis of the questionnaire. It should be noted that the causes of traditional rural environmental governance are intertwined. There is a problem caused by a number of reasons. At the same time, one cause may also produce a number of problems. In the fifth chapter the author presents a new model of rural environmental governance - participatory rural environmental governance mode combining with the participatory governance theory on the basis of the fourth chapter, illustrates the advantages of participatory governance model compared with traditional rural environmental governance model, designs the model framework of participatory governance model, combining with conditions participatory governance model needs to meet, introduces the advantages of southern region of Jiangsu in application of participatory governance model, that is the reason why this kind of model is suitable for rural environmental governance in southern region, Jiangsu. The sixth chapter analyzes the path from traditional rural environmental governance model to participatory governance model, combining the causes of traditional rural environmental problems in the fourth chapter, participatory governance theory and realities of southern region of Jiangsu, according to the spirit of deepening administrative reform on the third plenum of the Chinese Communist Party eighteenth, around the core issue of power allocation, from the aspect of government and market, governments in different levels, government and civil society to explore this issue, so that providing a reference for rural environmental governance in other parts of China.
