Research On Rural Toilet Renovation From The Perspective Of Participatory Governanc

Rural toilet reconstruction is an important work in the implementation of rural revitalization strategy,which is related to the improvement of rural health conditions and the improvement of farmers' quality of life.The state emphasizes “Small toilet,big people's livelihood”,and has invested a lot of financial support in the “Toilet revolution”,although the transformation of rural sanitary latrines across the country has achieved certain success at present,but at the same time also exposed the weight quantity,the light quality and the farmer's household toilet utilization rate is low,the satisfaction is not high and so on the question.The research of rural toilet reconstruction based on Participatory Governance has certain theoretical value and practical significance for optimizing local rural toilet reconstruction.The starting point of this paper lies in the background that the “Toilet Revolution”was put forward by the state to protect the health of peasants and the hygiene of human settlements,participatory Governance can make the implementation of rural toilet improvement policies more in line with local local culture and villagers' living habits,the provision of toilet rehabilitation services that enable farmers to participate actively and satisfactorily is a core issue in the area of people's livelihood.By analyzing the connotation of farmers' participation in the improvement of rural toilets and public satisfaction,the paper studies the realization path,influencing factors and improvement effect of farmers' participation in the improvement of rural toilets,it is very important to probe into the reasons behind the realistic predicament and put forward the corresponding optimization countermeasures.At present,based on the perspective of Participatory Governance,there have been a lot of research on community governance,participatory budgeting perspective,rarely in rural toilet transformation perspective.On the basis of reviewing the existing research on Participatory Governance,this paper analyzes the process of toilet renovation in h county from the subjective perspective of farmers through the methods of field investigation and case study,with a view to h county for the future to continue to promote the transformation of the work to provide some reference and recommendations,the main content is as follows:Firstly,the paper introduces the research background and significance,defines the concepts of rural human settlement environment governance,rural toilet reform and household toilet,and expounds the related theoretical basis,namely Participatory Governance Theory and satisfaction degree theory.Secondly,the paper discusses the present situation of rural toilet reform in h county,explains the investigation area,object and method,and analyzes the realistic predicament of Participatory Governance of rural toilet reform in h county on the basis of interview data and questionnaire survey data,there are three aspects: the lack of attention of the grass-roots government to the participation of farmers,the lack of protection of the main rights and interests of the farmers,and the low support of the farmers' policies.Based on the theory of Participatory Governance and public satisfaction,this paper analyzes the causes of the problems: firstly,the neglect of public opinion in the traditional governance mode,and secondly,the institutional Operability to ensure the participation of farmers in governance,third,the social atmosphere and ability of farmers to participate in toilet reconstruction is insufficient.Finally,it combs the research on participatory governance and satisfaction of China's “Toilet revolution”as well as the experience of toilet reform abroad,according to the problems and their causes,three optimization suggestions are put forward: to ensure the substantive power of farmers' participation in governance,to play the role of democratic consultation and to enhance the ability of farmers' participation in governance.
