Under the background of deepening economic globalization, with the frequent communication and close contacts between countries and regions, FDI is playing a more important role as the main form of capital flows. But due to the size, fields of foreign direct investment, and the different of the host country’s environmental regulation, we should also note that in the process of actual use of foreign capital, foreign direct investment is likely to have a negative impact on the host country’s ecological environment. So the problem of the relationship between investment and the environment also catches the attention of the countries and scholars.In China, Since reform and opening up, the amount and the scale of foreign investment is growing and expanding, it makes up for the gap of our country’s construction funds, and promote the development of the economy, but we should also realize that foreign direct investment is like a double-edged sword, with the introduction of it, its adverse impacts on the environment is increasingly appear. In recent years, Beijing-Tianjin-Hebei region has made remarkable achievements, and the status and role in the national economy is rising, we can say that the foreign direct investment act an important role. However, with the development of the region economy, the environment problems such as air pollution, energy decrease and the scarcity of water resource also cause people’s attention.The purpose of this thesis is to study the relation between the deterioration of the environment pollution of the Beijing-Tianjin-Hebei region and the utilization of foreign capital,or whether foreign direct investment directly contributed to the region’s environmental problems.The article uses the combination of qualitative and quantitative analysis, and the combination of empirical and normative analysis method, first analysis the capital utilization situation, industry distribution and the ecological environment changes of Beijing-Tianjin-Hebei foreign from 2000 to 2014,and the relationship between the investment and environmental changes, then use of Beijing-Tianjin-Hebei region’s actual foreign direct investment and the industrial "three wastes" emissions data from 2000 to 2014 to build the econometrics model, and to analyze the internal relation between foreign direct investment and the environment in Beijing-Tianjin-Hebei region.Finally, according to the results of empirical analysis, put forward measures and suggestions on how to improve the environment in the collaborative development strategy of the Beijing-Tianjin-Hebei region.The first part is the introduction. Mainly discuss the research background, significance,ideas and the main content and frames of the whole paper, to define the scope of the related concepts, as well as the current situation of research on this issue both at home and abroad.The second part is the relevant theories. Review the relevant theories about the relationship between foreign direct investment and environment, such as environmental quality and environmental quality function, environmental kuznets curve(EKC), pollution haven hypothesis,and to lay the theoretical foundation of the whole article.The third part is the statistical analysis in the form of chart or diagram. Introduce the capital utilization situation, industry distribution and the ecological environment changes of Beijing-Tianjin-Hebei foreign from 2000 to 2014, and the relationship between the investment and environmental changes to provide data supporting for the following empirical analysis.The fourth part is the empirical part. Use Beijing-Tianjin-Hebei region’s actual foreign direct investment and the industrial "three wastes" emissions(industrial waste water, industrial waste gas, industrial solid waste) data from 2000 to 2014 to build the econometrics model with econometric tools, using realistic visual data analysis results to show the influence of foreign direct investment on the Beijing-Tianjin-Hebei environment.The fifth part is for policy recommendations. Put forward my own advice on how to realize win-win situation of economic development and environmental protection for Beijing-Tianjin-Hebei region in the future: change the traditional capital standards, and establish green development investment ideas; guide foreign capital flows, optimize the industrial structure and strengthen technological innovation; improve environmental standards and defense spreading;strengthen social supervision mechanism and actively advocate public participation.The sixth part is the conclusion and prospect. To summarize the full text, including the core of the paper, the limitations of the research work, and the further research direction in the future.
