| Along with the development of social economy and increasing level of peoples’ life, the medical service system and the level of medical services are continuously improved in China. Meanwhile, however, the increasing of the generation of medical waste increased the potential harm to the environment and human health, which requires us to strengthen the recycling of the medical waste to alleviate the pollution. At present, although many large and medium-sized cities have implemented a centralized harmless disposal of the medical waste. Many problems, such as low level of disposal and incomplete treatment also need to be solved., especially the location problem of the medical waste collection point.Thus, the present dissertation studies theoretical basis and evaluation methods by combining the theoretical studying and examples verifying after predicting the environmental impact assessment of the overall relocation project. The theories and methods of evaluation are studied, and the results are applied in the Medical waste disposal relocation projects in Changchun city.According to the surrounding environment sensitive points of the proposed project, and combined with the pollution characteristics of the proposed project. A general evaluation study on the effects of noise, solid waste and surface water through the proposed project site field reconnaissance, investigation of the status quo, engineering analysis, analogy investigation, environmental impact prediction and measures for prevention and control of pollution proof. The project is divided into three parts: pollution source assessment, environmental quality assessment and environmental impact assessment. And the proposed environmental protection measures are analyzed and demonstrated in detail. The current overall relocation site of regional environmental quality and traffic is relatively conducived to the project construction. The project adopts advanced rotary kiln type in medical waste incinerator system, which have a complete set of pollution control and treatment measures. At the same time, with a more comprehensive environmental risk prevention measures and contingency plans, which can make all kinds of pollutants emission concentrations are in line with the requirements of the national emission standards. The impact on environmental pollution is small with the pollution control measures in the normal operation of the case. The last, this research conforms to the national plan of medical waste centralized disposal construction. |
