The Predicament And Countermeasure On The Execution Of Environmental Policies From The County-level Government

Environment is the survival of the human homes, which not only offers a variety of raw materials is also directly related to people’s health as a human production. Since the reform and opening up, China’s economy has reached unprecedented speed fast, but the quality of the environment at the same time that there is a growing number of problems, such as: desertification, water shortages, marine pollution and other environmental problems emerge, causing increasingly more and more people to pay attention. For the growing number of environmental issues, the relevant departments have made the appropriate response measures such as: environmental policy but will also establish and improve environmental protection as one of China’s basic national policy.At the same socio-economic development, environmental issues become increasingly prominent, policies and measures more and more people are concerned about environmental protection, environmental policy making body in the position more, people are not only concerned about the development of environmental policy, more concerned with the implementation of environmental policy effect, and because it is closely related to people’s lives. Implement its essence is a process of environmental policy interests of the choice it mainly affected by factors supervision, information factor, interest factor and its executives own factors.Policy implementation is an integral part of the policy process, it plays an important role in the policy process. The effectiveness of policy implementation in respect of policy objectives, realize the value of the policy; policy issues relating to settlement and thus become an important basis for subsequent policy. However, implementation of the policy of this extremely complex social practice, influenced by subjective and objective factors in the course of its operation, and easily lead to the final result and policies policy objectives, policy deviation value, whereby, effective monitoring of the policy will raise catchy away.This paper has four parts.
