The safety production during storage and transportation of oil and gas, is an important prerequisite for the steady progression of petroleum industry and the energy demand and supply balance, also the fundamental guarantee to the safety and health of the practitioners. Although the safety management of the petroleum industry in our country was getting more scientific, method satic and standardized, and the safety supervision management of oil and gas storage and transportation was going more deep and detailed, but the production safety situation of oil and gas storage and transportation is still grim.So far, the inspection, government and control of accident potential hazards is a key means to carry out the policy of putting prevention firs t and emphasize the strategy of “prevention in advance”, thus also a key step of industries to promote safety in production. However, the defects in the basic theory and analytical method of the accident potential in oil and gas storag e and transportation, caused that the workers in the real production process wrongly identified, vaguely defined, ambiguously classified the accident potential, leading to a huge waste of efforts in building the safety management methods.(1)In theory, the definition of accident hidde n danger classification for basic res earch. Through extensive literature an alysis, from the the hazards, the accident potential hazards and accident three relations, redefining the concept of accidents, points out that the accident potential hazards is a necessary condition for the accident, and discuss the characteristics of the acciden t potential hazards, put forward the classificatio n method of three kind s of accident poten tial hazards.(2) Then combining the reality of storage and transportation of oil and gas, we put forward the definition of oil and gas st orage and transportation accident potential hazard, and also its identification method, classification, etc., and on this basis established a basic standard library of controls of the oil and gas storage and transportation accidents.(3)Furthermore, from the methods such as analysis of the domestic laws and regulations, industry standards, accident cases and expert discussion, we completed the recognized principles of serious potential accidents in oil and gas storage and lists of serious potential accidents in the three plate of oil and gas storage and transportation.(4)At last, in order to optimize the control methods of oil and gas storage and transportation, we proposed a control m ethods that meets the real demands of related enterprise, including key components of hazard contro l, a contro l mode based on the "waterfall m odel", reporting mechanism of hidden perils in accident, m anagement feedback m echanism and four sets of accident hidden danger control tools.(5) In the second term inal has carried on the corresponding accidents control empirical research. After the identification of analysis accident hidden danger, accident hidden danger for the second terminal control basic standard libr ary, and the control m ethod applied to try. The empirical results show that the proposed theory and method accords with the practice of oil and gas storage and transportation.
