Study On Finance Support For The Mining Subsidence Area’s Ecological Restoration Of Huainan

Huainan is one of fourteen hundred million tons of coal base in our country. Coal mining makes a significant contribution to the economic development. But at the same time, it continuously produce the mining subsidence. According to statistics, by the end of 2015, the coal mining subsidence area of Huainan is about 245 square kilometers, which is 9.4% of the city’s total area. And now the mining area of Huainan city is still sink at an annual rate of about 20 square kilometers. The final subsidence area in the city is expected to reach about 700 square kilometers, accounting for 27% of the total. Subsidence zone expanding and its great damage to the ecological environment, bring the pressing needs of the ecological restoration of coal mining subsidence area of Huainan city."The central committee proposal about making the 13th five-year plan for national economic and social development"(2015)emphasizes that, we have to firmly establish and implement the development concept of innovation, coordination, the development of green, open and sharing. We should promote green production and way of life, and speed up the improvement of ecological environment. Huainan is actively improving the ecological environment on the basis of determining the direction of economic and social development. The comprehensive governance problems of coal mining subsidence area, can be said to be the core of the Huainan city’s large ecological mine construction tasks. Ecological restoration, in particular, must be placed in an important position. Directing at the ecological restoration problem of mining subsidence area of Huainan city, this paper mainly has the fiscal support as the breakthrough point from the perspective of public finance, and provides the corresponding policy recommendations. From a macro point of view, it is very significant to promote Huainan and even the entire national ecological environment construction. From the mine management level,it can provide supplementary for the whole ecological restoration management system of coal mining subsidence area, and provide beneficial reference for other ecological restoration of mining subsidence area. From microcosmic point of view, it has the following two points from the study of financial support of ecological restoration of mining subsidence area of Huainan. Firstly it is beneficial to optimization the fiscal investment scale and structure about ecological restoration problem of coal mining subsidence area of Huainan city, and enhance the management efficiency and level. Secondly it is benefit for improving mining area ecological environment, improving the local industry economic structure, and promoting the sustainable development.Based on the background and research significance, this paper’s research ideas are as follows:First of all, it tells some concepts of coal mining subsidence area’s ecological restoration. And the content of coal mining subsidence area ecological restoration, including land resources, water resources, vegetation and atmospheric. This paper points out connotation of the financial support and the financial support for ecological restoration related theory, including market failure and function of finance.Secondly, this paper analyzes the necessity of financial support on the ecological restoration of coal mining subsidence area of Huainan. The necessity includes two aspects. Coal mining subsidence area of Huainan city brings environmental damage. And the area is developing rapidly.Then, the paper analyzes the present situation and existing problems of financial support on Huainan coal mining subsidence area’s ecological restoration. Analysis of the situation is from fiscal spending, the overall and concrete analysis of financial support for etc. The problems are as follows:(1)The funding for ecological restoration is short and the sources of funds of ecological restoration is narrow. (2)Subsidies is not stable. (3)Related project investment structure and scale need a transformation. (4)Coal resource tax reform will still need a specification.Then again, the paper takes the influence factors of the financial support for a demonstration analysis. The empirical result shows, eventually the influence coefficient of fiscal subsidy is 0.4554, the influence coefficient of Project investment is 0.4253, the influence coefficient of tax reform is 0.1193. So especially we should regulate fiscal subsidies and project investments, and at the same time we can’t ignore the effect of tax system reform, when the financial support is paying a role.Finally, based on the current situation, problems of the ecological restoration and the specific empirical results, this paper put forward the corresponding policy recommendations. The advice includes the following points:The first, the capital scale and structure of the financial support should be optimized, and a specific evaluation mechanism of service efficiency of funds have to be established. The second, we should broaden the financing channels of the ecological restoration of coal mining subsidence area of Huainan city, raise the level of the corresponding management and improve the corresponding supervision mechanism. On the basis of policy recommendations, the author have a brief review of this paper’s conclusion and the outlook for subsequent study.
