Gasoline is a easily volatile fuel, and the mixture is usually referred to as " gasoline vapor" (non-methane hydrocarbons, abbreviated as NMHC), will cause a certain amount of environmental, economic and social losses, and gasoline evaporation loss occurs mainly in refineries, bulk gasoline terminals and gasoline filling stations and during the transfer processes between these.Because there are great number of gasoline filling stations,there are also more complex and much number of of operation processes which would discharge gasoline vapor,and the amount of the emissions of gasoline vapor which are emissioned from these gasoline filling stations accounts for a higher proportion of the total gasoline vapor which are emissioned from the full gasoline transfer processes, it's very important and necessary to control of gasoline vapor emission from the various aspects of processes in gasoline filling stations. The State Environmental Protection Department has been highly attentioned the negative effects caused by the Gasoline evaporation, and during 2007 promulgated the "Emission standard of air pollutant for bulk gasoline terminals (GB20950-2007)", "Emission standard of air pollutant for gasoline transport (GB20951-2007)", "Emission standard of air pollutant for gasoline filling stations (GB20952-2007)" and so on.there are three stages to implement these three standards in our domestic. However, due to the companies' lack of knowledge of environment,social and economic benefits from control of gasoline vapor emission in gasoline filling stations, resulting the total country's gasoline vapor emission control work has not in accordance with "emission standard of air pollutant for gasoline filling stations (GB20952-2007)"of the relevant provisions of the schedule. Therefore, this paper is selected shanghai as the typical case, and detailed description of the gasoline filling stations' gasoline vapor emission control environmental, social and economic effects, which will have a certain role during the smooth implementation of the three criteria of our country. (1) Environmental benefits:By data research, we have selected three typical gasoline filling stations as our experiments stations in Shanghai. Based on all aspects of field tests and simulation tests at experimental stations during spring, summer, autumn and winter,we have obtained the gasoline vapor emission factor for gasoline filling stations which have not controlled gasoline vapor emission is 2437g/t;for gasoline filling stations (and installed vapor emission processing equipment)which have controlled gasoline vapor emissions is 359g/t and for gasoline filling stations (and without installed vapor emission processing equipment)which have controlled gasoline vapor emission is 539 g/t.Combined with the amount of gasoline flow during 2010-2015in Shanghai which predicted by the gray box model, we have attained the amount of emission reductions range of non-methane hydrocarbon (NMHC) of gasoline vapor is 81.21t~1962.48 t for each counties of shanghai after controlling the gasoline vapor emissions in 2011, contrast to the of amount of NMHC which the all gasoline filling stations would emission on the assumption that these haved not being controlled in 2011, the NMHC average reduction rates is of 89.73% in 2011;While based on certain assumptions and formulas,we have geted the amount of emission reductions of the total regional for next 5-year, the result is that, with the amount of gasoline in gasoline filling stations attendant increase, there are gradually increased of the amount of emission reductions of non-methane hydrocarbon (NMHC) of gasoline vapor,the amount reductions of non-methane hydrocarbon (NMHC) of gasoline vapor is9688.86t in 2011, while reductions in 2015 increased to 16355.87 t.(2) Social benefits:By testing these three experimental stations, we have obtained the improvement rate of the surrounding environment of gasoline filling stations, the improvement rate of work environment during unloading process for the unloading staff, the improvement rate of work environment during refueling process for refueling staff which have argued the social benefits from the controlling of gasoline vapor emission. The results are that:the improvement rate is 86.5% for the surrounding environment of gasoline filling stations; the improvement rate of work environment is 68.3% for the unloading staff during unloading process and is 94.0% for refueling staff during refueling process(3) Economic benefits:by the data of the environmental benefits and other data research, we have attained the economic benefits from the controlling of gasoline vapor emission through the units of ten thousand yuan of gasoline vapor reductions (NMHC t/ten thousand yuan) for the total regional'gasoline filling stations of shanghai from 2011 to 2015; the amount of recycled fuels a year from 2011 to 2015 and the amount of one-time payback periods for gasoline filling stations in shanghai. The results are that:the units of ten thousand yuan of gasoline vapor reductions (NMHC t/ten thousand yuan) for the total regional'gasoline filling stations of shanghai is increased from 0.68 t/in 2011 to 2.0 t in 2015; during 2011 to 2015, the amount of recycled fuel a year is increased from 4932t to 8325t; and at last, based on the amount of gasolines in 2011, we have attained the amount of one-time payback periods for gasoline filling stations in shanghai is 2.83 years.
