The total emission control of nitrogen oxide has been our country’s important environmental policy, the key of which is how to make the total pollutant loads distributed to each subdomain or discharge unit. So it’s crucial to establish a set of scientific, fair and operable total index distribution system of nitrogen oxide. Established a method which suitable for regional distribution of total nitrogen index.This paper selected six influence factors of total nitrogen distribution:Atmospheric environmental capacity, Level of economic development, "Industry structure, The energy structure, Non-economic elements, Relevant enterprises layout and intensive. Analysis the reason of the determination of related factors, According to the actual situation, Subjective weighting method is used to empowerment of the various index, then score the relevant indicators. Finally, The total nitrogen distribution methods of administrative region of city was established which is Based on the multi-parameter weighting method.Using the multi-parameter weighting method to determine the total nitrogen oxides index allocation scheme in Yibin, Select four typical counties in Yibin:Tsui ping district, Gong xien,Changning xien, Pingshan xien. Analysis the six related indicators and make a horizontal comparison. Determine the score of the various parameters. Using the established model to determine the total nitrogen oxides index allocation scheme of the four countiesComparing the multi-parameter weighting method and the same proportion cutting method. Analysis of the differences of two methods, Summarizes the advantages of the multi-parameter weighting method.In this paper, on the basis of referring to foreign initial allocation of emission and combining with the reality of our country, multi-parameter weighting method was adopted. Regional atmospheric environmental capacity, economic development level, industry structure, energy structure, non-economic elements, the distribution of polluting enterprises and intensity of total amount control target were into account. And the proportion of each parameter was distinguished according to weighting factors. After that, total index distribution system of nitrogen oxide was established according to proportional distribution.In this study, through application of the above research results, the atmospheric environment quality condition in Yibin was analyzed in detail. In view of the districts and counties, according to local environmental capacity and other factors which affect the distribution of nitric oxide, the total index was distributed. The regions that have advanced economy, high pollution control technology and more atmospheric environmental capacity can be allocated enough indicators, which can improve the whole area of environment and resources utilization. Meanwhile, for areas having smaller nitrogen oxides capacity, on the premise of guarantee the quality of the air, the index should be allocated moderately. In those areas that polluted by nitrogen oxides seriously, on the basis of meeting the discharging standard at present, the limited index should be allocated strictly. For some regions that have underdevelopment economy and large atmospheric environment capacity, on the premise of guarantee the air quality not destroyed, the index distribution should be loosened, and more economic development space should be reserved. Based on the above principle, the total nitrogen oxides index allocation scheme in Yibin was proposed.
