The gas explosion accident of Xiaojiawan Coal Mine in Panzhihua on “8?29”(referring to the date August 29th) incurred the biggest gas casualty since the founding of People’s Republic of China, including 48 people killed, 54 people injured, and a direct economic loss of 49.8 million yuan. The accident rescue was extremely difficult: work safety, Health sector, firefighting sector, police, armed police, traffic sector, electricity sector worked together, with at most more than 2,000 people present in the scene, which has created a record in the history of Sichuan mine rescue as to the maximum numbers of rescue teams and rescuers involved and the maximum numbers of rescue teams and rescuers into the mine. After 17 days of hard work, five miners were rescued, reducing the loss of state property, showing the achievements from the construction of emergency rescue system of Sichuan Province work safety accident disaster in recent years, but it also challenges the emergency response capabilities of Sichuan province to a higher level.This paper, taking case of coal mine gas explosion accident in Xiaojiawan Panzhihua, combining good governance theory, Synergy Theory, public crisis management theory and other basic theories, analyzes the emergency rescue system, and the measures taken in the coal mine accident by government and relevant departments. The conclusion culminates that in a coal mine accident government must take the lead in responding based on the philosophy that "life comes first with scientific rescue methods"; and the leader should command at the front line with scientific decision-making skills; the mine rescue teams should be allowed full play in coal mine accidents; coal mine safety supervision and monitoring work should be strengthened; emergency drills and training of employees should be strengthened. Extract the practices and experiences suitable for China’s coal emergency disposal. Through the study of this case, the research on emergency response system and mechanisms for coal mine accidents has been enriched and expanded, providing the basis for further improvement and refinement.
