A Study On Enterprise Safety Management Performance Evaluation Based On DEA

In the production, safety is more and more important and enterprises pay more attention to safety management. Safety management performance is an important part of the production performance of enterprises. It is the overall performance of the enterprise’s safety management. Making safety management performance evaluation can make the enterprise to know the level of the safety performance, the respects learning from other enterprises and how to improve. It has a guiding role to the safety management.When we make safety management performance evaluation, we should pay attention on two aspects: the system of the safety performance indicators and the safety performance evaluation method. Different organizations and scholars put forward many different safety performance evaluation dimensions. In this paper, we choose a generally applicable safety performance indicators system. It consists of safety culture, risk management and accident management. The dimension relation and the applicability of the indicator system have been verified. But there is little in application. Current safety management performance evaluation methods are mostly affected by human factors and can not be measured objectively and accurately. In order to solve the above problems, we choose the data evaluation analysis method to do safety management performance evaluation to find the safety management problems in the enterprises, to make suggestions and to prove the practicality of the indicators system. The main contents are as followed:(1) Summarize the safety performance indicator system proposed by predecessors and make the input indicators and the output indicators with DEA. The input(leading) indicators are safety culture and risk management. The output(legging) indicators are the number of injuries and death and economic losses.(2) Quantify the input and output indicators. Collected data by the questionnaire and production data.(3) Using DEA to do the safety management performance evaluation of the 8 oil fields under a certain petroleum group. Through the analysis of the efficiency value,we can analysis the problem in the enterprises. We can make suggestions for improving their safety performance with the projection value analysis. Through the sensitivity analysis, we can analyze the influence of safety culture and risk management on safety performance.
