Safety performance is an important part of enterprise production and operation performance, and reflects effect of safety production, and ability to control accident risk. In recent years, research on how to improve safety performance has become a hot spot, which mainly includes two aspects: to determine safety performance index system and to select safety performance evaluation method. Domestic and foreign scholars have carried out a lot of research, but didn’t reach a consensus in definition, safety performance indicator system, and research methods. Traditional safety performance index system contains many lagging indicators, lack of leading ones. Therefore, this paper introduces the excellent performance management model which world-class successful enterprises recognized, and draw lessons from the advanced management thought to construct safety performance management model and corresponding index system.First analyze advantages of excellent performance mode, and clear application in safety performance management. Reference advanced management thought of excellent performance mode to construct safety performance management model. The model contains 7 classes: leader, security strategy planning, enterprise development and social demand, review, analysis and improvement, producers, safety process management and safety results. The model contains 2 small PDCA cycle and 1 big PDCA cycle, which emphasize continuous improvement and process management. According to the safety performance management model, referring to research on safety performance indicator system, combined with China’s coal mine safety production features, safety performance index system of coal mine based on excellent performance mode is established. This index system includes 6 first-level indexes, 16 second-level indexes and 55 third-level indexes. The construction follows scientific and rational principles, and the index system can play a guiding role for coal enterprises to improve the level of safety performance.This paper chooses data envelopment analysis method to evaluation index system. This method has a natural economic background, and can be able to deal with multi-input and multi-output system without estimating parameters. It also needn’t determine function relation of input and output factors in advance. In application research, the level of safety performance of W and X coal mine in recent 5 years were evaluated, and put forward improving opinions and direction for the non DEA effective unit.
