The Research On Legal Countermeasures For Governance Of Water Pollution In Fuyi River

Fuyi River rises in Maoer Mountain of Guangxi,and flows through Xinning County and Shaoyang County in Hunan Province.She not only provides water for nearly 2 million people along the coast, but also focused on local GDP of around 60%,so it is known as "Mother River" by local people.However along with the speeding up of industrialization and urbanization, large numbers of people gather on both sides of the river,far beyond the carrying capacity of the environment. Industrial sewage, chemical fertilizer and pesticide residues, wastewater swarm into Fuyi River directly, water environment worsening day by day and threatening the safety of drinking water seriously, becoming a bottleneck of the local economic and social sustainable development gradually.In order to effectively prevent and control the water pollution of Fuyi River, to resolve the water crisis and to promote the sustained and healthy development of the local economy and society, we must seek for the corresponding legal countermeasures.But the Fuyi River Basin is lack of a perfect water pollution prevention and control of local laws and regulations system,which restricting the development of water pollution control work severely, so finding a breakthrough from the legal measures of water pollution control in Fuyi River has become a top priority.This paper consists of five parts. The first part is the introduction, which introduces the background, purpose and significance of the thesis, the research status at home and abroad, the main content of the article, research methods and so on,is the starting point of the article.The second part is the summary of the pollution control of Fuyi River water pollution. It simply introduces the general situation of Fuyi river and the history of the management of the river.In the third part, according to Fu Yi River water pollution control research data in the field to analysis the Fuyi River Water Pollution Governance Dilemma. The fourth part introduces the legal experience of pollution prevention and control at home and abroad and the reference to Fu Yi River pollution management.Foreign countries such as Germany’s Rhine River, Mississippi River in the United States, Australia’s Murray Darling Basin,these rivers have had serious water pollution incidents before,after a long period of governance achieved a very significant effect. Select Huaihe, Xiangjiang and Taihu River Basin in our country,compared to foreign water pollution control of the river basin,the domestic are more worthy of learning.In the fifth part, according to Fu Yi River water pollution prevention and control in the presence of specific problems, combined with the pollution governance at home and abroad the successful experience of putting forward the legal countermeasures, and point out that to control the Fuyi River water pollution must update the concept of prevention firstly.Secondly, we should perfect the Fuyi River pollution management, local laws and regulations system and the government responsibility mechanism, and to guide the polluting enterprises to environmental friendly. Finally, we should establish and improve transboundary joint governance mechanism and public participation mechanism.
