Fu river is one of the main rivers of Po yang lake system.Fuzhou city is located in the upper and middle reach of river basin,Fu river,as its mother river,The water quality in this river basin directly affects the Fu river basin the public health and the development of society and economy in this area.Currently,there is no clear water pollution prevention and control legislation in this area,but during the research process of this area,Fuzhou city has developed a series of good practices and accumulated good experience in water pollution prevention and control,such as broadening channels for public participation with the help of Internet technology,formulating village-level river chiefs,exploring ecological compensation practices in upstream and downstream and cross-county areas,and implementing functional area planning for the environmental impact assessment regional approval limit system.However,there are still many problems in the prevention and control of water pollution in Fu river basin of Fuzhou city.The ecological compensation system is not perfect,the law enforcement is not strong,and the law enforcement is not strict.This is because there is not a set of systematic local laws and regulations on water pollution control in the Fu river basin of Fuzhou city,which seriously restricts the water pollution control work in the Fu river basin of Fuzhou city.As for the current situation in prevention and control and causes of the Fuzhou city Fu river basin water pollution,by analyzing the situation of water pollution prevention and control system of theory and practice in China,foreign practice created in the policy and theory system of prevention and control of water pollution.This paper is mainly about investigating the data from field survey,summarizing the accumulative successful experience about the Fuzhou city Fu river basin water pollution prevention and control work,exploring the deficiencies and defects of water pollution prevention and control work in Fu river basin in Fuzhou city,and putting forward the concrete system construction for improving Fuzhou city on the actual effect of river basin water pollution prevention and control.On the one hand,it aims to further enrich the research on the theoretical system of regional water pollution prevention and control in China,so as to provide theoretical support and practical support for relevant legislation in the future.On the other hand,through the research of this paper,the legislative work of "regulations on prevention and control of water pollution in Fu river basin of Fuzhou city" is provided with targeted and effective legal countermeasures.
