Petrochemical industry production equipment presents the characteristics of inflammability, explosiveness, high temperature and high pressure, complicated process technology, toxicity and high risk, so the requirements for the technology and quality during the construction process are even more stringent. In order to achieve the safe, stable and long run operation after the completion, we must improve the quality management of project construction to ensure the safety of the equipment. Once the quality problems of the large-scale petrochemical project appear after its delivery and production, a series of serious problems will follow, which often leads to the plant shutdown, fire and explosion,casualties, environmental pollution and other accidents. The consequences would be disastrous. Therefore, in order to ensure the safe and stable operation of petrochemical plant,we must carefully study the quality management of petrochemical project.This article takes the quality management planning for the large-scale petrochemical project construction of Y Petrochemical Company as the case. It carries out the systematical study on the quality management of plant type refinery project by using quality management theory, combines with the similar project construction experience to summarize and conclude the problems encountered, and then finds out the management strategies used to guide the similar engineering work.Firstly, this article describes the background, purpose and significance of the study. It introduces the research status and developing trend of domestic and international engineering project quality management. It also discusses the characteristics of petrochemical engineering project, the construction management mode and the impact of the change of the contracting mode on the quality management. Secondly, through the planning and implementation of quality management of petrochemical construction process for Y petrochemical company, the problems existing in the project design, procurement,construction, and acceptance stage are summed up. The proposed project quality management strategies, which are concluded by using the related theory and method of the project quality management and taking qualitative and quantitative analysis with using the analysis tools of causal analysis and arrangement chart method, are put into practice. The success of the project implementation provides the universal key points of quality control for the large-scale oil refining and petrochemical project.
