The comprehensive utilization and pollution prevention of agricultural waste is important significance to promote energy saving and emission reduction in rural areas., to accelerate the construction of new countryside. The paper collects the domestic and foreign agricultural comprehensive utilization of solid waste pollution prevention and control situation and problem of crop straw in the process of agricultural production, livestock manure and other agricultural film solid wastes were investigated in Ningxia,. Analyzing the status quo of Ningxia rural agricultural solid waste, the basic situation of the distribution characteristics and current situation of comprehensive utilization and pollution control, though the case of the rural biogas construction and analyses the main problems of biogas project in the comprehensive utilization of agricultural waste and pollution prevention and control in the engineering construction,discusseing the agricultural solid waste resource value and the significance of comprehensive utilization, on the basis of analyzing the crop straw, livestock Based on the resource utilization and pollution control of the manure and agricultural plastic film, the countermeasures and suggestions to improve the comprehensive utilization level of agricultural solid waste are put forward in Ningxia.According to the survey and calculation, 2013 Ningxia of total crop straw resources theory is4 million 817 thousand tons, which can collect the amount for 4 million 116 thousand tons, the utilization rate reached 83.9%.the region’s comprehensive livestock manure straw in 2013,and the total reached 34 million 823 thousand tons, which did not more than 80% get effective treatment,livestock manure load per unit area of cultivated land and orchard for an average of 32.92 tons / ha more than farmland consumptive capacity. According to the nutrient content of the estimates,livestock manure containing organic 456 thousand and 700 tons, pure nitrogen, pure phosphorus,pure potassium were 18 thousand and 800 tons,3 thousand and 300 tons,15 thousand and 900 tons.According to calorific value conversion coefficient, 3 million 811 thousand and 500 tons of standard coal equivalent; 2012 land area reached 132 thousand and 700 covered hectares, 28796 tons of film usage the recovery rate of 2595 tons, the recovery rate of 8.9%., the generation and distribution of Ningxia agricultural solid waste with zonal characteristics of Yellow River irrigation area was significantly higher than that in the southern mountain and comprehensive utilization of straw. Overall better,which shows the trend of increasing year by year,use structure is gradually optimized,with livestock and poultry farming gradually tend to scale, specialization, the region’s livestock and poultry excrement disposal pressure is increasing year by year, agricultural plastic film recycling in the initial stage, there are recycled into the high and positive people poor and other issues.Through to 2003- 2010 investment in the central rural biogas project organization management,construction, benefit and built after the play’s research, biogas project as agricultural solid waste resource of utilization of livestock and poultry manure and processing an important basis for the implementation of, due to changes in rural production and life style, the outward transfer of rural labor force, coupled with the technical training lag, network service is running sluggish, resulting in biogas construction and operation affected, utilization rate is not high in general.View of the current situation and problems which need to develop and strictly implement relevant laws and regulations and technical standards,need to promotion and application of advanced and applicable technologies, need to promote ecological agriculture, agricultural cycle and "carbon sinks" Agricultural development and the strengthening of the agricultural solid waste supervision and its disposal, need to comprehensively strengthen the comprehensive utilization of straw, livestock manure disposal and recycling of used plastic sheeting.
