Frequent coal mine casualties and economic loss of production safety accidents caused adverse effects to the society, also brought coal mining enterprises to huge pressure of public opinion, seriously restrict the preferential development as the energy structure subject and economic pillar industries of coal industry of the good. To explore the cause of coal mine safety accidents,because there are internal and external causes, namely, the safety risk factors.The coal mine production system is different from other production system working environment particularity and decided the existence safety risk is numerous and complex, to the coal mine production safety management work to bring the enormous inconvenience and the difficulty. At this time, based on these safety risks, as the important content and the method of the coal mine production safety management of coal mine production safety risk assessment and preventive measures of related research is particularly necessary and important. Constructing a set of applicable to the situation of China’s coal mine production system risk evaluation index system and evaluation model for all identified security risks proposed corresponding have the feasibility of prevention and control measures, to enhance the ability of our country coal mine safety management, improving the overall safety of coal mine is of important reference value and guiding significance.First of all, based on the understanding of the basis of China’s coal mine production system characteristics and the analysis of production of coal mine safety risk factors, combining with references the research results of consulting and production of coal mine site investigation, According to the index systemconstruction principles and process selects the inherent risk of coal mine security, personnel security risk, security risk management and security risks of equipment, technology and equipment security risk, environmental safety risks of the six factors level indicators, the mine production capacity utilization level,staff from the average level of education, a total of 37 factors secondary index,according to the subordinate relations classified and construct the security risk evaluation index system, provides the theory support and research reference for China’s coal mine production safety risk assessment.Secondly, based on the relevant theory of safety risk assessment, AHP and fuzzy comprehensive evaluation method are combined to construct the risk assessment model of coal mine production safety. Analytic hierarchy process can calculate the weight of each risk factor and get the level of the two level indicators, so as to determine the main factors that affect the safety of coal mine production, that is, the key object of safety risk management. The fuzzy comprehensive evaluation method is used to evaluate the safety risk status of coal mine production.Third, construction of the mine production safety evaluation index system and evaluation model for evaluation of Lu’an Group Changcun coal mine production safety risk, draw the employee job seniority is often village coal mine safety risk factors and Changcun coal mine production in the medium risk is capable of supporting the production of safe production status, and according to the evaluation results of the feedback that the Changcun coal mine safety improvement aspects.Finally, following the identification of risk factors, from the inherent risk of coal mine security, personnel security risk, security risk management and security risks of equipment, technology and equipment security risk,environmental safety risks of the six aspects proposed is for and practical possibilities of preventive measures and means for the specific implementation of the coal mine safety management reference.
