Applying lean safety in the construction of cultural system, and determining the content of safety culture system from the concept of lean management and culture, legal culture, behavior culture and material culture in four aspects. To establish a process for the implementation of the security culture system in the process of communication, understanding, identification, commitment,habits, beliefs, and loyalty. Analyzing the possible problems in Near Miss lean safety target management process, and setting up lean security system including develop safety objectives, decomposition of security objectives, implement the security target, improve the safety goal. Inaccordance with the first clear personnel at all levels and the departments of safety responsibility, clear its commitment to safety and security commitments management steps to build lean safety responsibility system.From two aspects: system layer and the core system belong to locate lean safety management system, and put forward the principle, method,system steps of design. Finally, from three parts of the propaganda and training system designing, observation data feedback program designing and safety incentive designing can ensure the effective implementation of Near Miss lean safety system.Applying the system in the target enterprise, and using the method of observation and feedback to collect the data. From the number, the type,the rectification, the risk level of the reported Near Miss, analyzing the effect that enterprises implement the Near Miss lean safety management system. And in the light of the existing problems and put forward the measures to improve the rectification and improvement.On the basis of the combination of the concept of the lean security and the enterprise, put forward a set of practical and feasible enterprise Miss Near lean safety management system for the enterprise.
