Under the influence of globalization, many western countries encountered the problems such as financial difficulties, low efficiency in government work, etc. on the 1980 s, after which the administrative reform movement featured by governance reform was launched. In the movement, the core theme was the marketization of public service and according to this core theme, the competition mechanism should be established in government public service therefore the improvement on the efficiency and quality of public service could be achieved based on the diversification of providers of the public service. In 1990 s, the marketization of public service was introduced into China and achieved certain good results. However, due to the difference in inherent characteristic and service object of different industries, the process of marketization of different industries could not get synchronized in pace. And in certain industries, some deep-seated conflicts got exhibited gradually with the further advance of reform. In this sense, the research on the marketization of certain public service industries owns its practical significance.Since 2003, Jinjiang Province has started public service marketization in sewage disposal industry, in hope of improving the provision efficiency as well as quality in this area. During the process, Jinjiang has achieved excellent results in improving efficiency and reliving government financial burden. However, some problems constraining the advance of reform has also been more and more evident. This paper, starting from the analysis on the public service marketization in sewage disposal industry of Jinjiang City, firstly clarifies the development as well as problems existed in this area based on the basic guiding principles in promoting the process of public service marketization. Then, it offers thoughts and analysis on the sewage disposal industry so as to put forward practical methods for the public market marketization of public service in sewage disposal industry as well as offer certain reference for the public market marketization of public service in sewage disposal of Jinjiang City.Correspondingly, this paper can be divided into six parts. In the introduction part, the research background and significance, the summary of relevant research both at home and abroad as well as the research methods and creativities are presented. In the second part, the theoretical framework of the public service marketization in sewage disposal industry is introduced, which includes not only the nature, features, the provision methods and theoretical basis of public service in sewage disposal, but also the motivations as well as paths of the public service marketization in sewage disposal industry. In the third chapter, the general survey including the advance and achievements of the public survey marketization in sewage disposal industry of Jinjiang City gets displayed. In the fourth chapter, the existing problems and reasons behind in the public survey marketization in sewage disposal industry of Jinjiang City gets discussed. In the fifth chapter, the solutions from the perspective of government supervision, market cultivation and the charging system of sewage disposal are offered. In the conclusion part, certain conclusions and limitations are reflected.
