Study On Marketization Of Urban Sewage And Garbage Disposal In Hubei Province

Urban public infrastructure, as the lifeblood of a city, lays the foundation of city economicactivities. Whether the Urban sewage and trash public infrastructure is well matched determinesthe level of city prosperity. In the mean time, it plays an essential role on improving the qualityof live of urban residents as well as comprehensive competitiveness. In order to meet therequirement of the Five-year Development Program the treatment rate of sewage and garbagerefuse are supposed to reach85%and80%respectively, Hubei Province Respond actively tothe call of the central committee. Not only does our province take drastic measures to promotethe construction of urban sewage and garbage disposal facilities, but also massive funds arepoured into infrastructure building. Nevertheless, there still exists many problems. Today thegovernment’s financial burden is getting heavier than before, which results of acceleration inurbanization process. On the other hand, with the deepening of reform and opening-up, there willbe more and more private capital savings. If the large number of idle funds can be injected intothe projects of urban sewage and garbage treatment, the problem of insufficient funds in urbaninfrastructure construction and development process will be relieved. Furthermore, the level ofurban sewage and garbage services will be improved effectively. Consequently, sustainablestudies has proved that it is necessary and feasible to introduce private capital to the publicprojects of urban sewage and garbage disposal for urban environment construction in ourprovince，which is also the basic requirement of modern economic development and the basictrend of social development satisfies.This dissertation first reviews relevant literatures，regarding the domestic and foreignscholars research about this problem as the basis， and analyze the current situation and existentproblems of urban sewage and garbage treatment in our province accordingly. Then makefeasibility analysis of marketization from the technical, economic, policy aspects to solveinsufficient funds and single channel which caused by construction investment of sewage andgarbage disposal projects under the leadership of traditional government. Afterwards, combiningthe advantages and disadvantages of the marketization patterns of sewage and garbagedomestically and abroad, to build a mode of sewage and garbage in line with the actual situationin Hubei province, and to propose the strategic measures of marketization in Hubei provincefrom the angles of legal，policy，financing，and planning.
