Evaluation Research On The Effect Of Marketization Reform Of Sewage Disposal Industry In Beijing

Sewage disposal industry in China started late.For a long time,sewage disposal service was thought to have public product attributes and completely provided by the government,which formed a complete set of management system full of administrative color.The practice proves that the traditional management system is lack of vitality,which leads to a series of problems such as insufficient capacity building,low efficiency and technical level in sewage disposal industry.At the end of 2002,the ministry of construction issued "opinions about speeding up the process of marketization of municipal utility industry "(hereinafter referred to as "opinions"),marked the start of the comprehensive marketization reform in the sewage disposal industry in our country.After the introduction of the opinions,the sewage disposal price,the operation mode of the sewage disposal plant and the functions of the government have been changed.As a whole,the effect of marketization reform of sewage disposal industry is quite significant,and it also faces many problems,and different regions are faced with different problems due to different regional characteristics.In this paper,the marketization reform of Beijing sewage disposal industry is regarded as the research object,and the writer uses the method of comparative analysis,the method of qualitative and quantitative analysis,as well as entropy value method-DEA model,to evaluate and do system research about the effect of marketization reform to Beijing sewage disposal industry.First of all,based on the related theory and literature,analyzes the technical features and the industry attributes of the sewage disposal industry,reviews the development process of the sewage disposal industry marketization reform,and then,constructs the index system for the Beijing sewage disposal industry marketization reform to do empirical analysis,finally summarizes the advanced experience,shortcomings and difficulties of the Beijing sewage disposal industry marketization reform.The study discovers that in the process of marketization reform,the sewage disposal industry in Beijing has the problems of actual implementation not following the policy requirements,lack of categorical legal guarantees,and ineffective improvement of efficiency.The paper attempts to put forward three proposals for deepening the marketization reform of the sewage disposal industry-improving institutional protection,attracting social capital,strengthening the market supervision and project performance management.
