Research On The Radio Emergency Communication Mechanism For Major Sudden Natural Disasters

Typhoons, earthquakes, tsunamis and other major emergencies caused by natural disasters often make heavy casualties and serious property losses. Big natural disasters may result in serious performance degradation and even paralysis of the local communication system, resulting in the Government emergency communications system may not function properly, seriously affecting the smooth development of the rescue work. In order to make the role of radio better in responding to major sudden natural disasters, it is necessary to integrate emergency communications and radio management,both are the Government communications management function, then Based on a process of integrated and coordinated,we can set up a efficient functioning of the radio emergency communication and management mechanism, to ensure the communications among site safeguard command center, the relevant government departments and the affected people, to make sure emergency rescue smooth.Based on public crisis management theory, this thesis divided natural disaster emergency phase, into prepared in advance, guarantee, after the recovery phase. Through a comparative analysis of China and foreign major developed countries radio emergency communication management, we can find that management system(harmonized system), preparedness system and radio emergency communication network are the three core elements of the radio emergency management mechanism. Combined China Radio emergency communications actual situation, this thesis proposed building including these three core elements, full process radio emergency communications management mechanism, by stages divided into preparatory, coordination, protection and recovery mechanism for analysis of expression, in order to make the radio emergency communication play better in supporting the rescue, minimizing major unexpected casualties and property losses caused by natural disasters.
