Since ancient times, our country is one of the frequent flooding and serious harm countries in the world. On the one hand, it is because of the influence of special natural geographical environment of our country, on the other hand, it is the result of the East Asian Monsoon climate. Frequent flooding disasters seriously threaten the survival and development of the Chinese nation. Since the founding of new china, our country attaches great importance to the governance and control of floods in river basins, and builds all kinds of dams, flood storage reservoirs and other flood control works. To a certain extent, the flooding disasters have been effectively controlled. But along with the increase of our country s population scale, the cultivation of deforestation and the centuries-long history of the phenomenon, the flood control situation in China is still in the passive situation of high frequency and large loss of disaster.From the historical point of view of the struggle of humans and floods, it is impossible to prevent floods only relying on flood control projects. In order to effectively implement the management and prevention of floods, we should conform to the law of the occurrence and development of floods, use modern advanced science and technology, and carry out a combination mean of flood control engineering measures with non-engineering measures. This article is under the guidance of this concept, using the modern information technology, and summarizes the previous research results, constructs the virtual3Dgeographic environment of flood control. With water conservancy mathematical model, we realize the floods inquires, simulation and forecast, providing intuitive image of the auxiliary decision support for flood control policy makers. The main research contents are in the following aspects:First of all, we do a comprehensive study and summary of the basic theory of flood disaster and decision support systems. Completely summarizes the flood disaster’s concept, the characteristic, the occurrence and development of the cause of formation, it proposed flooding disaster system is a complex giant system, which involves many aspects of the geographical environment. Finally, the research combined with the characteristics and advantages of the decision support system, introduced the flood decision support system function and system, and laid a theoretical foundation for the overall design of the flood decision support for system.Second, we study the basis theory of the flood disaster simulation model. The formation of floods after several stages of the basin runoff, slope confluence, river evolution, diffuse dike and dam failure, studied these stages. Choose the model produced realize good MIKE series software theory to practice and comprehensive research, introduced the basin runoff simulation MIKE NAM hydrological model, MIKE11and MIKE21hydrodynamic model of the simulate river channel and beach flood, and the model of the construction of the material and correction.Again, we study the theory and methods of3D geographical environment construction. Flood control3D geographic environment of constructing the main use of today’s more popular Skyline of3d software platform, this paper introduces the technical principle based on SFS and build a three-dimensional geographical environment foundation module. Using the basic data of the research basin, try to construct the flood virtual3D geographic environment.Finally, we do a relatively comprehensive research and design of floods decision support system structure. In this article, Summarizes of previous theoretical and practical basis, based on the practical function from decision support, try to design the structure of the decision support system. The system is divided into information service and decision making business two kinds big, and then the system of database construction and the various subsystems module structure design, and the relevant function in detail and instructions.The research and design of the flood of decision support system based on the virtual geographic environment is on the basis of the summary and reference to the predecessor’s research. Because of individual ability and the other various reasons, there are many places for careful study, and we will continue to do more work and perfect them in future.
