Along with the development of national economy, the significance of energy security is increasingly prominent, and the safety of the marine energy transportation channel is particularly important. Speeding up on the research of safety guarantee mechanism about the marine energy transportation channel is the guarantee to maritime strategic material transportation, especially the security of energy transportation, and is also to protect our economic and social needs of sustainable development, which has special significance for China’s rise in the new era. From the marine energy transportation point of view, the marine channel has changed from the choke point to the most vulnerable link. In recent years, traditional and non-traditional, direct and indirect, reality and potential maritime security threats of some of the important international marine channel have been increasing, which has caused a great threat to the safety of China’s main energy imports structure,.a macro and perfect safety guarantee mechanism about marine energy channel is to be built urgently. How to guarantee the security of marine energy channel, and establish an effective security mechanism and evaluate effectively to promote efficient operation, has become the concerns of whole society.Based on the study of complexity and risk, this paper proposes a main coping mechanism framework which includes the diplomatic expansion mechanism, shipping management, enterprises coordination mechanism, maritime security mechanism and energy management mechanism. Through in-depth analysis about mechanism and detailed division of department functions, the paper constructs an index system of security guarantee mechanism. In the process of analyzing index, the influence factors of the four mechanisms have characteristics of quantity and range, so the paper utilizes entropy-weighted extentic matter-element model which is good at transforming complex index to simple to analysis the index system, finally, the association function is evaluated. And then combined with the general mechanism and four sub-mechanisms all have the efficient operation, modeling goal programming and multi-objective games model. By LINGO simulation, this paper obtains the optimal resources allocation of shipping companies, maritime departments and energy companies, and puts forward some policy suggestions those have realistic meanings.
