The river formed the eastern, central and western relatively independent naturalwater systems conform to the terrain in Sanya. The Central rely on the Sanya River, isthe most developed area in the economic and social of Sanya City,, but the waterresources are obviously insufficient,water is shortage in seasonal and regional, thephenomenon of dirty water occurred, seriously affect and constrain Sanya as theworld’slevel tropical seaside resort city; the West rely on Ning Rive. It protects existingwater supply requirements and remaining depend on the Dalong Reservoir; the easternrely on Fujihashi River,the water resources meet the demand, while losing by HaitangBay water resources into the sea. Reasonable allocation of water resources of SanyaCity where higher in eastern and central water supply capacity, increasing the east andthe west to meet the growing demand of the middle of the water to the amount of waterin the middle configuration, ease the Sanya River system water overburdened status, toensure basic ecological environment of water, to coordinate the various users of waterrelations, the establishment of multi-joint water allocation pattern, optimal allocation ofwater.Thesis research background and significance of the introduction, after theintroduction of water resources research status, pointed out that the research methodsand technology roadmap. Also introduced an overview of Sanya City, includingtopography, soil, vegetation, weather conditions, river systems, and socio-economicstatus. Then water resources assessment analysis of Sanya, analysis of rainfallconditions, evaporation and drought index, surface water resources, groundwaterresources and water resources total. Then the water resources development andutilization of water infrastructure, the quantity of water supply and water consumptionof the present year, and pointed out that the status quo allocation pattern of Sanya City,and the existing problems. Followed by the guarantee rate in2020and2030planningyear water supply forecasting and water demand prediction. After the establishment ofthe objective function is the minimum amount of water scarcity and cost targetsminimal resources optimal allocation model using particle swarm optimizationalgorithm, matlab software programming to solve the model, and finally get theplanning year (2020and2030) of water optimize the allocation of the results. The conclusion of the study show that the optimal allocation of water resourcesSanya City will help alleviate water stress eastern and western regions of central regionwaste water situation.It has important practical significance to the sustainable use ofwater resources in Sanya City.
