Along with the continuous development of China’s economic, the number of vehicles in city is becoming more with traffic congestion problems increasingly severe, technology of the road network traffic flow control in the city has become one of the focuses in the control field and the traffic engineering field. Due to the increase number of the city vehicles and road network density, the correlation increased gradually between intersections. As the single intersection control technology could not meet the needs of the urban traffic control, so making a plurality of intersections as a whole to give the effective signal coordination control, improve the crossings efficiency in the entire control region has become the main research directions of the urban traffic control.As urban transport is a very complex system, we put forward the traffic control sub-area dynamic division method based on the calculation of the key junctions and junctions’correlation degrees, modeling while taking advantage of the bi-level programming model for regional traffic control, optimizing the control objectives, improving the regional traffic control algorithm and designing and completing the traffic control simulation system.The main work of this paper are as follows:1. Putting forward the traffic sub-area dynamic division method based on key junctions. Firstly, gives the method for determining key junctions and the way of calculating the correlation degrees between adjacent intersections, then the dynamic zoning of the road network is completed based on certain criteria for the division, and make a validation with a town road network in Xiaoshan, Hangzhou.2. Bi-level programming model is applied into the area traffic control, by optimizing the control targets and simplifying the constraints, combining fuzzy theory and genetic algorithm to solve the model, and the intersection phase in the traffic zone control were optimized. 3. Completing the preliminary design of a traffic control simulation system, realized the traffic control simulation system by the Junction-sides programs, Servers and Clients program. The three parts were completed by the TCP/IP protocol communication, the junction end program make simulation of a single intersection, the server was responsible for the Unicom client and intersection end, and completing the operation of the database. The client was a major part of the human-computer interaction, and achieving the control of the junction end, as well as the management of the traffic control system users and the road network.
