Most existing traffic control systems are designed for big cities but not applicable for small and medium-sized cities which with special transportation stations in China. It is necessary to research and design a traffic control system for small and medium-sized cities. A transportation control system is specially presented in this work, based on current situation of traffic signal control and specificity of transportation at present stage. It integrates a semi-physical simulation system to validate the algorithm. And the proposal is implemented and realized on the transportation data of Huainan.In this paper, the main research work includes the following three aspects:1. Firstly, the specialty of transportation in small and medium-sized cities is detailed after thorough research of present situation of the transportation and the specificity of road path in these cities. Then traffic artery division method is introduced based on the traffic stream. On the base of bandwidth maximization optimized model, an arterial coordination control algorithm applicable to small and medium-sized cities is proposed.2. A semi-physical simulation framework is proposed, which is comprised of a transportation simulation module, central controlling platform and a real traffic control system. Based on this framework, the secondary development of the external interface of VSSIM is implemented, and a semi-physical simulation system, integrating the real traffic control system and simulation software, is developed to validate and improve the control algorithm. It is worth noting that the semi-physical simulation system can be used with any traffic control algorithm validation; compared with pure traffic micro-simulation, the semi-physical simulation system is closer to reality.3. This paper analysis the field signal timing and traffic flow characteristics depending on the human research and detection historical data, and then intensively investigates road distribution and 24-hour traffic flow change in Huainan, Anhui, and implements the artery network division according to specific road conditions and traffic features of different sections. Combined with two-way and one-way coordinated control system, the corresponding controlling system is designed and tested on simulation scheme, which is a semi-physical simulation system combined with VISSIM, results of which verified its feasibility and superiority. Finally the proposed system is implemented and modulated in real scenes.
