Ever since 1980s', freeway construction has been developing quickly in China. The freeway network of China is formed on the whole. How to maintain the pavement performance of the huge freeway network is now an important problem we have to confront. In foreign countries, Pavement Management System (PMS) is proved to be an efficient tool to allocate maintenance funds and maintain the service level of road network. In China, during the seventh"five years project", the researchers had done some researches on Pavement Management System for ordinary road network, but the research and the application of Pavement Management System to manage freeway network is at the beginning step. The paper does some researches on the modern freeway Pavement Management System, including four aspects briefly: the framework of modern freeway PMS; the data needed by PMS and the ways to collect it; asphalt freeway pavement evaluation model; asphalt freeway pavement prediction model.On the research of freeway PMS framework, absorbing the experience of foreign PMS and Chinese PMS, combined with development of technical and the situation of Chinese freeway , the paper brings forward the framework of modern GIS based and web-enabled freeway PMS.The data used by PMS can be classified into three categories: basic data, traffic data, and pavement condition data. On the research of date collection methods, the paper analyses the composite of the three categories and the ways to collect them, at last recommends the best ways to collect the dates.Present asphalt freeway pavement evaluation model is developed based on the normal asphalt pavement evaluation model which includes four individual indexes: riding quality index (RQI), surface resistance index (SRI), pavement condition index (PCI), pavement structural sufficiency index (PSSI); and an integration index pavement quality index (PQI). Combined with the situation of Chinese asphalt freeway, the paper converts the four individual indexes to riding quality index (RQI), surface resistance index (SRI), pavement condition index (PCI) and rutting index (RI), and then redefines them to form new asphalt freeway pavement integrate evaluation model to adapt it to situation of present freeway management and the development of pavement technology.Pavement condition prediction model is one of the most important factors that affect the analysis result of PMS. With the method of time series, the paper finds asphalt pavement condition prediction model of International Roughness Index (IRI) and rutting depth bases on the data of Chinese asphalt freeway. Precision and easy modification of the prediction model is then verified. Result shows that time series are a good way to form pavement prediction model.
